Chair's Report
- Revision of Operating Rules to conform with new Board of Health enabling ordinance adopted by the King County Council (Action Item)
(The Operating Rules of the Board require changes to conform to the new Board of Health enabling ordinance adopted in June by the Metropolitan King County Council. Proposed changes include those substantive changes that relate to the new ordinance and non-substantive changes which are being made for housekeeping purposes.)

Director of Health's Report
- Update on Alcohol Impact Areas and efforts by the Washington State Liquor Control Board to address chronic public inebriety
(In March 1998, the Board adopted Resolution No. 98-303 Recommending State Rulemaking to Restrict Sales of Specified Alcohol Products in Designated Geographic Areas in Order to Protect the Public Health from the Dangers of Chronic Public Inebriety. In April 1999, the Washington State Liquor Control Board adopted rules providing for the creation of alcohol impact areas that cities can target for reduced liquor sales. Mr. Patrick Vanzo of the King County Department of Community and Human Services will provide an update on the implementation of alcohol impact areas.)
- Briefing on Bioterrorism and Regional Preparedness
(A panel will present an overview describing the threat to our community posed by bioterrorism as well as naturally occurring biological disasters and highlight the role of Public Health and other local partners in effectively responding to this threat. Panelists are, from Public Health, Dr. Jeff Duchin, Chief of Communicable Disease Control, Epidemiology and Immunization and Byron Byrne, Bioterrorism Preparedness Response Coordinator, and Kevin Kearns, Manager of the King County Emergency Management Division.)

Rulemaking to Suspend Regulations Restricting Tobacco Product Advertising in Publicly Visible Locations (Action Item)
(The Board will consider a regulation which would suspend the Health Code provisions on tobacco advertising in publicly visible locations, Title 19, Chapter 19.08. The Board adopted the regulations restricting tobacco product advertisements in publicly visible locations in September, 1998. The provisions call for black on white text advertisements and limitations on tobacco advertisement placement in outdoor locations. The Board will consider this rule in response to the ruling by the Ninth Circuit Court of Appeals which invalidates the regulations.)

Rulemaking to Revise Food Service Establishment Fees (Action Item)
(The Board will consider regulatory options for reducing fees for food service establishment permits. In November, the Board increased the fees to cover the expected loss of revenue from MVET due to I-695. In light of the MVET mitigation by the State, the Board will consider fee reductions.)
