The cities of Burien, SeaTac, Seattle and Tukwila have designated all or a portion of North Highline as a potential annexation area in their respective comprehensive plans. As a result, the Growth Management Planning Council (GMPC) has adopted a motion to show North Highline as an overlap or contested interim potential annexation area in the Countywide Planning Policies (CPPs). The CPPs are being amended to identify a process to resolve Potential Annexation Area (PAA) overlaps in the North Highline PAA.

North Highline is an unincorporated urban area of approximately 32,000 bordered by Seattle, Burien, SeaTac and Tukwila. It includes the White Center and Boulevard Park communities, as well as, several other smaller neighborhoods.

Status updates

Proposed annexation boundaries have been set for the cities of Seattle and Burien. On December 4, 2008, King County, the cities of Burien and Seattle, and Fire Districts 2 and 11 in King County agreed on a memorandum of understanding (Memorandum of Understanding) between their service delivery jurisdictions in North Highline

Annexation is how an unincorporated area becomes part of a city. The Memorandum of Understanding lays out agreed upon policy principles and specific activities to help with North Highline’s transition from unincorporated to city status, and to ensure that fire and safety services are not jeopardized by any annexation proposals.
