Scott Noble was first elected King County Assessor in November 1992, winning reelection to his fifth term in November 2007. Throughout his years of service, Mr. Noble's leadership has been internationally recognized for fairness, professionalism, and accountability in assessment systems. Awards include the 2008 Certificate of Excellence in Assessment Administration (only the fifth jurisdiction to ever receive the award in North America), the 2002 Distinguished Research and Development Award, and the 1999 Distinguished Assessment Jurisdiction Award from the International Association of Assessing Officers. Scott Noble was also awarded the International Association's Donehoo Essay Award in 2008, with the published title "Keepers of the Faith". During his tenure, Mr. Noble has implemented cost-effective and accessible technology improvements. The King County Department of Assessments has earned a reputation as one of the most open and transparent government agencies in the United States. His office is the only major jurisdiction in the country to produce and provide mass appraisal reports online to its citizens. Mr. Noble's focus on efficiency has doubled productivity while reducing staff. Mr. Noble also has a leadership role in property tax legislation in Washington State. He has served as President of the Washington State Association of County Assessors, with eight years service as Chair of its Legislative Committee. Mr. Noble has successfully initiated legislation doubling relief to senior citizens, requiring public hearings on property tax increases, and adjusting valuations for impacts of governmental policies or practices. He led the opposition and successfully challenged two tax increase/tax shift initiatives (1998 & 2001) to the Washington State Supreme Court, with both measures unanimously rejected by the court as unfair and unconstitutional. Mr. Noble has introduced bills on exemptions review and truth-in-taxation and remains a strong advocate for these policies. A native of Seattle, Mr. Noble is a U.S. Navy scholarship graduate of the University of Washington. A Vietnam Veteran, he is a retired Captain of the Naval Reserve, and was recalled to active duty in support of Operation Desert Storm. Mr. Noble is entitled to wear the Meritorious Service Medal and two Navy and Marine Corps Commendation Medals in addition to a number of unit and campaign decorations. In 1995, he received the unique award of designation as an honorary Air Force Emergency Preparedness Liaison Officer. Mr. Noble is a member of a number of local civic, democratic, and professional groups, and enjoys travel, golf, and reading history. Updated: September 29, 2008
