The memo presents a set of recommendations for the Jail Health Services Phase II of the Integrated Security Project. Presented to the Capital Budget Committee on June 6, 2007.
Jail Overtime (2006) The audit objectives were to determine whether the Department of Adult and Juvenile Detention is cost-effectively managing its staffing, overtime, and compensatory time costs for post staffing; to review the department's policies and practices relating to scheduling of employee leave, compensatory time, training, holiday time, etc., to understand how they affect overtime use; and to evaluate whether current overtime use practices have cost impacts that could be mitigated or avoided, or which may merit further study. Presented October 9, 2006.

Jail Integrated Security Project (ISP) Oversight
(2004) The auditor’s office provided independent quality assurance and oversight of the Jail Integrated Security Project, which involves upgrading and enhancing the electronic security system of King County Correctional Facility. The summary of this project was transmitted to the chair of the Council Budget and Fiscal Committee on June 7, 2004.

Adult Detention Jail Costs Follow-up Study
(2003) This is a follow-up to the 2002 Study of King County Jails. The study used the cost allocation model developed by the auditor’s office to conduct further analyses of alternative policies and operational practices that may produce cost savings or better use of resources. Presented June 24, 2003.

Special Project Award 2003 This special study analyzed the major drivers of costs of adult secure detention in the county’s two jails, the King County Correctional Facility in Seattle, and the Regional Justice Center in Kent. Presented January 28, 2003.
Jail
Overtime (1999) The study reviewed spending on overtime to determine whether overtime expenditures were increasing or decreasing. Also the study determined the Department of Adult Detention's status in reviewing the use of part-time corrections officers. Issued September 14, 1999.
Services and Treatment
Alternatives for Developmentally Disabled Offenders Incarcerated in the King
County Correctional Facility (1994) The audit determined the effectiveness of the Dept. of Adult Detention's practices in providing custodial care for inmates with developmental disabilities. Treatment Alternatives for Special Jail
Populations Community Diversion Program (1994) The audit evaluated the efficiency and effectiveness of the Community Diversion Program for certain mentally ill and chemically dependent offenders, and identified potential service-delivery improvements. Jail Overtime Study Follow-Up
(1994) The study determined the implementation status of 1992 study recommendations, reviewed the effects on individuals of working excessive hours, and examined the methodology used by the Dept. of Adult Detention to allocate certain overtime hours. Sex Offender and Special Offender
Dispositional Alternative Program (SSODA) (1993) The audit reviewed Dept. of Youth Services compliance to SSODA-mandated requirements. Department of Adult Detention and
Department of Youth Services Overtime (1992) The study determined the extent of overtime usage, in what sections of the department overtime was incurred, and the reasons for overtime use. Drug and Alcohol Program
(1992) The audit conducted a comprehensive evaluation of the Department of Youth Services Drug and Alcohol Program, including program administration, operations, services, funding and staffing. |
