After a thorough RFP process, King County Selected a consultant team with extensive experience in court facility planning and programming.
Jay Farbstein & Associates, Inc.
Jay Farbstein has provided programs, master plans and needs assessments for the courts and related justice facilities since 1976. Jay Farbstein & Associates, Inc. is the lead firm on this project and Jay Farbstein serves directly as the lead consultant. Greg Allen Barker, who has experience working on court and other facilities since 1986, will also work on all aspects of the project.

Meng Analysis and Meng-Starazza Studio
Meng Analysis and Meng-Starazza Studio, a local firm in Seattle, will provide capital cost estimating services and will assist with concept design and presentation graphics as well as with the evaluation of options. Farbstein and the Meng group have worked together on several projects.
Stantec
Stantec will assist the team with life cycle cost analysis.
John Greacen
John Greacen, a consultant on family court/juvenile court integration and operations, will assist the team in reviewing the court’s operational master plan and in developing and applying operational assessment criteria to the options.
