Scope of Work for the Superior Court Targeted Facility Master Plan (FMP)

The overarching goal of the Superior Court Targeted FMP is to facilitate access to justice services for children and families by examining the range of capital alternatives for providing quality and efficient spaces. The specific purpose of the Targeted FMP will be to identify the space requirements needed to meet the policy guidelines outlined in the Superior Court Targeted Operational Master Plan (OMP). The Targeted FMP will be prepared by the Facilities Management Division (FMD) in collaboration with Superior Court. Stakeholders from other affected groups both internal and external to the county will also be involved in the FMP development through a steering committee and project workgroup meetings. As a part of this process, FMD will integrate this Targeted FMP for Superior Court into other facilities and capital planning for CJ and non-CJ agencies in an effort to identify potential efficiencies.

The Targeted FMP will be a two-year planning effort conducted in two phases. Phase I will complete the work of the Operational Master Plan by narrowing the number of preferred operational models (centralized vs. decentralized) and developing conceptual building programs based on an analysis of those models. Phase II will result in a more detailed facility program plan that will provide a more detailed understanding of the type and size of space that is needed.

The scope of work for the Superior Court FMP will not include facilities planning for the criminal or civil divisions of Superior Court.

Phase 1

The initial Scope of Work for this project will focus on tasks that support the completion of Phase 1 of the FMP process, as follows:

Phase 1, Task 1. Develop Conceptual Building Program for Children & Family Court: Collect preliminary information, including existing plans and documents, and updated workload forecasts. Schedule and hold initial interviews and program work sessions, as well as follow-up interviews and work sessions. Develop preliminary building program; review building program; finalize Conceptual Building Program.

Phase 1, Task 2. Develop Conceptual Space Options: Develop conceptual space options, including: diagrams, plans and cost estimates for the building program. Options may include multiple centralized and de-centralized operational models.

Phase 1, Task 3. Refine 2-3 Plans for Preferred Operational Model: For preferred operational model, refine diagrams, plans and cost estimates. Develop and finalize life-cycle cost model and analysis for each option. (NOTE: King County will provide operational cost data for input into life-cycle cost model calculations.)

Phase 1, Task 4. Develop Report: Develop and finalize report with analysis and findings for review by the Superior Court FMP Steering Committee and Work Group. Be available to present report and field questions to Executive, Superior Court and Metropolitan King County Council.

The report resulting from Phase 1 is to be approved by the King County Council. The framework will provide a basis for the work in Phase II.



Phase II

Phase 2. Detailed Facility Program Plan: Tasks associated with Phase 2, may include: existing site condition assessment/documentation, finalize building program, evaluate alternative facility options, determine site requirements (as required), and completion of the Facility Master Plan Report.
