Treatment Services Access to Recovery (ATR) is a new King County program that supports people in their recovery from Alcohol or Drug Addiction. Recovery is not only being free of alcohol or drugs but living a satisfying life. Satisfaction may come from having or pursuing a job or career, a place to call home, and connectedness to family and friends. Recognizing that there are many pathways to recovery, ATR offers a choice of community and faith-based services to meet individual needs. King County ATR is a part of a national initiative to increase substance abuse treatment and recovery support services. The State of Washington was awarded a three-year grant from the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, and King County is one of six counties in the state to receive funding. The program is administered by the County's Mental Health, Chemical Abuse and Dependency Services Division. You can read some of our ATR success stories by clicking on this link! King County contracts with Community Psychiatric Clinic (CPC), a community-based nonprofit agency, for ATR recovery support services. CPC determines a person's eligibility, develops an individualized plan for services, makes referrals to service providers, and assists clients with challenges faced in working towards recovery. Low income adults who are in treatment for addiction or ready to enter treatment can receive up to eight months of ATR assistance to support their recovery. Eligibility for Recovery Support Services Individuals who meet all of the following criteria may be eligible for ATR recovery support services:
Referral Agencies The following agencies screen and refer individuals to Community Psychiatric Clinic for ATR Services:
Chemical Dependency Assessment A person must complete a chemical dependency assessment and have a diagnosis of chemical dependency to be eligible for ATR services. Community Psychiatric Clinic will make a referral to a State-certified chemical dependency treatment provider for assessment at intake unless a recent assessment has been completed.
King County ATR funds treatment services and medication management for individuals addicted to opiates, such as heroin. Seattle & King County Public Health provides the initial screening and referral to treatment. Individuals are referred to their choice of several locations offered by either Evergreen Treatment Services, or Therapeutic Health Services, the providers of publicly-funded opiate substitution treatment in King County. As of July 31, 2005, more than 300 individuals were receiving ATR-funded opiate substitution treatment and new referrals are no longer accepted.
