Board Membership Overview and Criteria

Duties

  • The function and purpose of the KCASAAB is to participate in the development of the annual Alcoholism and Substance Abuse plans for King County as required by State law.
    • Provide goals and objectives in the initial phase of the planning process.
    • Receive and review all requests for funds for alcoholism and substance abuse programs.
    • Recommend the final plan, including funding allocations, to the County Executive and County Council. All proposals of the King County Division of Alcoholism and Substance Abuse Services (KCDASAS) that require legislative action by the King County Council are submitted for Board review, comment and recommendation prior to release to the Executive by the Division. The Board will have ten (10) working days to review and comment on the proposed action. The following five (5) working days may be utilized to negotiate mutually agreeable resolutions to areas of disagreement identified in the Board’s comments. At the end of this time period, the Division, at its discretion, may release the proposal. The Board may testify before the County Council regarding any unresolved issues as part of the normal legislative process.
  • Monitor and insure implementation of the plan and compliance with goals and objectives.
  • Review and approve agency programs for receipt of 2% liquor profit and tax funds governed by RCW 70.96A.087.
  • Participate in development of the yearly grant application. Assure that the grant is consistent with and integrated within the annual plan. Monitor agency compliance with the grant.

Special membership requirements, prohibitions:

The Board must be composed of four (4) recovered alcoholics, four (4) persons with documented interest in and knowledge about problems of substance abuse other than alcoholism, and consumer and minority group representatives. No more than four (4) elected or appointed City or County officials may serve. No employees and board members of agencies which are recipients of State or County alcohol or substance abuse funds.

Members must serve on at least one (1) subcommittee.

3-5 hours. Plus, twice yearly, late afternoon (4:30- 8pm) planning retreats will be held.
