2001 was a challenging year because of the planning for serious reductions in our budget. Some of the budget reduction necessities were beginning to be reflected by the end of the year, for example, a reduction in the number of persons served who were not enrolled in Medicaid. But the system was also able to achieve some of its goals. Two examples are the reduction in use of inpatient services and the quickness of response to persons who were being discharged from inpatient stays or released from jail. The Executive Summary provides further discussion about selected aspects of the system's performance.
