The 2002 data reflects the challenge of managing services in the face of continuing budget reductions. The number of persons served in outpatient services increased compared to 2001, while the average service hours per person and the achievement of outcomes such as employment and finding housing for homeless persons decreased. We have been successful, however, in improving or maintaining psychiatric symptoms, in assisting people to acquire or maintain age appropriate activity other than employment, and in decreasing the time to first contact for persons discharged from inpatient settings or released from jail. Specific issues in 2002 were the severely restricted access to outpatient services for persons not enrolled in Medicaid, and the continuing reduction in beds at Western State Hospital. We will be able to admit more non-Medicaid persons into outpatient services in 2003, but the access to Western State Hospital beds will continue to decrease. We intend to regularly work with stakeholders to address these and other issues as they emerge. |
