King County Ordinance 15028, which adopted the 2004 update of the King County Comprehensive Plan (KCCP), also included additional work plan items to be completed in 2005.

One of these work items is a request to complete a subarea plan that addresses whether or not the existing rural neighborhood at the intersection of the Redmond - Fall City Road and 236th Avenue NE should be expanded.
