King County Construction, Demolition and Landclearing Contracts for Waste Handling Services

Extensions to the King County Construction, Demolition & Landclearing (CDL) contracts with Waste Management, Inc. and Allied/Regional Disposal Company were signed by King County Executive Ron Sims on September 14, 2004. These contracts are now in effect. The extensions provide CDL handling services and offer significant incentives for recycling CDL materials over the next 10 years.

The purpose of these contracts is to provide for the continuous, uninterrupted management of CDL waste generated within King County's jurisdiction. Recycling of CDL should have little or no adverse effect on the environment while being offered at competitive and fair rates to both public and private users, including those in the construction industry. These contracts encourage the recycling of CDL waste by creating incentives for contractors who maximize CDL waste recycling. Some highlights of these contracts include:

  • Rate charged to customers is capped ($80.16 in 2004), with an annual consumer price index adjustment.
  • King County retained identical contracts with both companies – so that competition for CDL recycling will continue.
  • Contractors agree to handle all loads of CDL generated in King County, with the exception of certain concentrated loads of recyclable materials and some small CDL loads.
  • Contracts contain significant financial incentives to recycle at no cost to ratepayers. All incentives will be taken from the $4.25 per ton fee the contractors pay on every ton of King County CDL material they receive;
  • There are no mandates to recycle: the contracts rely on each contractor to determine their best course of action.
  • Waste Management contract adds 2 new CDL receiving facilities.
  • Contracts clarify what type of CDL loads are accepted at King County transfer stations – loads delivered in vehicles without dump beds; larger loads containing 10% or less CDL by volume.
  • Contracts exempt Vashon Island from CDL acceptance restrictions. CDL is accepted at the Vashon transfer station. Standard size, weight and length restrictions still apply.
