Projected Schedule
Several steps must be taken before the safety and mitigation work can begin, including reviewing potential environmental impacts, submitting land use and building permit applications, and holding community meetings and public hearings.

Complete Environmental Review
The State Environmental Policy Act (SEPA) requires state and local agencies to consider the likely environmental consequences of a proposal before approving or denying the proposal. The Solid Waste Division will complete an "environmental checklist" which addresses questions about the project's potential environmental impacts. A "SEPA determination" will then be made as to the significance or non-significance of the project's environmental impacts. The Solid Waste Division will notify the public of an opportunity to submit comments on the environmental checklist and SEPA determination for the projects planned for Houghton transfer station. |

Division completed the Environmental Checklist (PDF, 3.0 MB – Note: this is a very large file and may take several minutes to download, depending on connection speed) and made a SEPA determination that the safety and mitigation projects proposed for the Houghton station will not have significant environmental impacts. Land Use Permitting Process
The Solid Waste Division will submit a Land Use permit application to the City of Kirkland. As part of the permit process, public hearings will be held by the City's Hearing Examiner, the Houghton Community Council, and the City Council. Notice of the public hearing dates will be made available once the hearings are scheduled. |

Building Permit Application Submittal
Following approval of the Land Use Permit, the Solid Waste Division will submit a building permit application to the City of Kirkland. |
