PROPOSED MERGER OF
WATER DISTRICT NO. 94
INTO THE COVINGTON WATER DISTRICT

Covington Water District has passed Resolution No. 2099 and King County Water District No. 94 has passed Resolution No. 97-6-25A concerning this proposition to merge King County Water District No. 94 into Covington Water District. This proposition would authorize King County Water District No. 94 to merge into and become part of Covington Water District. Should this proposition be:

EXPLANATORY STATEMENT

The merger of King County Water District No. 94 into Covington Water District was initiated by resolution of the Board of Commissioners of King County Water District No. 94 under the authority of RCW 57.36 to resolve the water supply and regulatory problems of the District, to take advantage of economies of scale, and to provide a more efficient and economical service to the customers of King County Water District No. 94. The Board of Commissioners of the Covington Water District approved the Merger Agreement.

King County Water District No. 94 operated successfully from the early 1950s until a few years ago when the well production began to decrease. Each attempt to rehabilitate the well was only temporarily successful. Since November 1999 it became necessary to purchase water supply almost exclusively from Covington Water District.

King County Water District No. 94 does not have a maintenance staff or a certified operator as required by state law. Covington Water District has more than a dozen state certified operators and has been providing maintenance assistance to King County Water District No. 94 for over three years. Covington Water District has qualified staff available 24 hours a day, 365 days a year.

King County Water District No. 94 has a fire flow deficiency since the King County Fire Ordinance change in 1980. Without merger, bringing the system up to code would require the customers of King County Water District No. 94 to install a booster pump, a back-up power generator and larger water mains. With a merger, the more cost-effective option would be to install a permanent intertie with the Covington Water District.

King County Water District No. 94 is within the Coordinated Water Supply Planning area of the Covington Water District and is surrounded on three sides by the Covington Water District's state approved water service area. The logical choice for merger is with Covington Water District.
