Fire Protection Dist. No. 43 - Proposition No. 1

BALLOT TITLE

PROPOSITION NO.1
OPERATION, SERVICES, AND
MAINTENANCE EXCESS LEVY

The Board of Fire Commissioners of Fire Protection District No. 43 (Maple Valley Fire and Life Safety), King County, Washington, adopted Resolution No. R-00-03 concerning a proposition to finance operation, services and maintenance expenses. This proposition would authorize the District, if Initiative 722 is approved by the voters, to levy excess property taxes at the approximate levy rate of $0.14 per $1,000 of assessed value upon all taxable property within the District for collection in 2001 to provide a total of $299,098 for paying part of the District's Expense Fund operation, services and maintenance expenses, all as provided in Resolution No. R-00-03. Should this proposition be approved?

Yes __   No __

EXPLANATORY STATEMENT

If Initiative 722 is approved by the voters on November 7, 2000, the regular property taxes collected by Fire Protection District No. 43 (Maple Valley Fire and Life Safety), King County, Washington, in 2001, will be reduced by approximately $299,089. As a result, the money in the District's Expense Fund will be insufficient to meet all of the District's operation, services and maintenance expenses during 2001, which are essential and necessary for the protection of the public health, life and property of the District's residents.

Passage of Proposition 1 would authorize the District, if Initiative 722 is approved, to levy excess property taxes at the approximate levy rate of $0.14 per $1,000 of assessed value upon all taxable property within the District for collection in 2001. This tax levy rate will produce a total amount of $299,089 to replace the 2001 regular property taxes that will be lost because of Initiative 722. These excess property taxes will be used to pay part of the District's operation, services and maintenance expenses during 2001. However, the excess property taxes authorized by Proposition 1 will not be levied if Initiative 722 is not approved by the voters.

STATEMENT FOR

Please VOTE YES to protect your community, your family, and yourself. Proposition 1 is not asking for an increase in funding, but rather maintenance of funding that should be provided whether or not Initiative 722 is approved. The community's present level of excellent service could not be maintained if I-722 is approved, without passage of Proposition 1.

If the voters approve Initiative 722, failure of Proposition 1 will result in the loss of over 70% of the dollars budgeted by the District for maintenance and supplies for the year 2001. This loss of funding would require some combination of the following - reduce personnel, reduce necessary maintenance and operations budget dollars, and / or authorize deficit spending for some period of time. Any of these actions would prevent the District from continuing to meet the demands for essential emergency services.

Whether you support or oppose Initiative 722, please VOTE YES to approve the critical local funding provided by Proposition 1. Passage will permit Maple Valley Fire & Life Safety to continue delivery of the excellent level of service it now provides our community. Funding authorized by Proposition 1 will not be collected if Initiative 722 fails to be approved.
