City of North Bend - Proposition No. 1

BALLOT TITLE

PROPOSITION NO.1
PARKS AND OPEN SPACE BONDS

In order to purchase Tollgate Farm for use as park and open space to protect wildlife habitat, provide community recreational fields and retain North Bend's rural character, shall the City of North Bend incur indebtedness and issue not more than $3,560,000 of unlimited tax general obligation bonds maturing within 20 years, which shall be payable from excess property tax levies upon all taxable property within the City, as provided in Ordinance No. 1120?

EXPLANATORY STATEMENT

Upon approval by the voters, Proposition No. 1 would authorize the City of North Bend to issue bonds in an amount not to exceed $3,560,000, to be used to purchase the historic Tollgate Farm property located within North Bend, generally between W. North Bend Way and SR 202. Once purchased, the Tollgate Farm property would be preserved as park and open space, and could be used for ball fields and other active recreational uses, wildlife habitat protection and preservation, agricultural uses, walking trails, and other passive forms of outdoor recreation. The bonds would be payable from an annual property tax levy, for not more than twenty years, upon all taxable property within the City. The estimated levy for the purchase of the Tollgate Farm property is $0.61 per thousand dollars of assessed valuation.

 

STATEMENT FOR

For 150 years, Tollgate Farm has been a landscape that defines our community. Its central meadow provides wildlife habitat and open space that reflects North Bend's character and history.

A willing seller has now offered us one last chance to protect this property forever. If we don't act now, the pasture will disappear under a 1 million square foot industrial complex.

A YES vote will:

  • Reduce the risk of future flooding in North Bend
  • Preserve North Bend's character for future generations
  • Provide ballfields for our children, wildlife habitat, pasture land and trails
  • Preserve a historical site, including the 100-year old farmhouse.

    North Bend has enough industrial land to accommodate future growth -land that is not prone to flood impacts. We don't need growth that will ruin our defining views and expose our community to additional flooding.

    We live in North Bend for a reason and love our community's character. The destruction of Tollgate Farm for an industrial park the size of Bellevue Square is not consistent with why we live here. Don't let it happen.

    Vote YES on Prop. 1.

    Choose to create a legacy for our children and future generations.

    REBUTTAL OF STATEMENT AGAINST

    The actual property tax increase for North Bend citizens is less than 5%, according to the City Treasurer. North Bend's local tax rate will remain lower than Snoqualmie's and unincorporated King County's.

    Flood storage is not a luxury.

    Ballfields for kids are not luxuries.

    Preserving our quality of life is essential -- why else would we live in North Bend? Tollgate Farm is an important investment for the future.

    Vote YES on September 18.

     

    STATEMENT AGAINST

    Citizens of North Bend, you are being asked to approve a special bond to pay for only 50 acres of the Tollgate Farm-the center meadow. That is it! Much of Tollgate (330 acres) has been bought by King County, including most of the wetlands, riverine habitat, floodway, floodplain, and the best viewscape. The primary purpose of this proposition is to stop the development of the central meadow.

    The bond's cost is exorbitant and equals a 35% local property tax increase. Over 20 years, the payback is about $5.5 million. Why pay this when North Bend already has a surplus of parks and open space? Besides, our future parks need to be located east of the city where our future residential growth will occur, not on Tollgate. There are also serious concerns that this initiative will weaken the financial capabilities of our city. For example, if approved, the city will forfeit about $4.65 million in local property taxes over the next 20 years.

    We need balance-some development now, some new jobs, and some parks-that is in the public interest. Vote, "No," on this tax, it is a luxury!

    REBUTTAL OF STATEMENT FOR

    Remember, 330 acres of Tollgate Farm are already saved! Declare victory. This proposition aims to block development of only 50 acres, 70% of which will be left in open space by the developer. The bond is very expensive. Taxpayers, vote, "No," on North Bend Proposition One!
