Fire Protection District No. 43
PROPOSITION NO.1 The Board of Fire Commissioners of Fire Protection District No. 43 (Maple Valley Fire and Life Safety), King County, Washington, adopted Resolution No. R-01-02 concerning restoring the regular property tax levy to $1.50 per $1,000. This proposition would authorize the District to restore its regular property tax levy for 2002, subject to otherwise applicable statutory limitations. Should this proposition be approved? LEVY, YES __ LEVY, NO __
State law limits the regular fire district property tax levy to a maximum rate of $1.50/$1000 of assessed value (AV). The rate in 2001 is $1.481860. The proposition will authorize the levy rate to be restored to the statutory maximum, for the assessment to be made in 2001 and collected in 2002. Thereafter, the statutory limits on property tax increases will be restored. This is a reauthorization of the district's current funding. The lid lift proposition is presented to request voter approval of a property tax increase, as it appears would be required by Initiative 747. Approval or rejection of Initiative 747 will be decided by the voters at the November 6 election. Approval of the proposition would effectively comply with the requirements of the initiative, and provide voter reauthorization of the district property tax levy. Rejection of the proposition would result in the fire district levy being subject to any limits imposed by the initiative, as well as other statutory limits on the rate or amount of the levy. If Initiative 747 is rejected, or would not be effective for year 2002 taxes, the effect of the lid lift proposition on fire district revenue would be insignificant. If Initiative 747 is approved, and is applicable to year 2002 taxes, the effect of the lid lift proposition on fire district revenue has been estimated to be about $250,000. This is a reauthorization of the district's current funding.
Maple Valley Fire & Life Safety is providing excellent, cost effective, fire protection and emergency medical services to our community. Now they need our help. In keeping with the intent of Initiative 747, our Fire Department is asking the residents of our area for an increase equal to .02 cents per $1,000 of assessed property valuation ($4.00 for a $200,000 home), in order to "reauthorize" the Department's current funding in the year 2002. If the voters approve Initiative 747, failure of Maple Valley Fire & Life Safety levy Proposition 1 will result in an apparent loss of almost 50% of the dollars normally budgeted for the Department's "non-salary" maintenance and operations for the year 2002. This outcome would require the Department to exercise some combination of the following - reduce personnel, reduce necessary maintenance and operations budget dollars, and/or authorize deficit spending. Whether you support, or oppose Initiative 747, approval of Maple Valley Fire & Life Safety levy Proposition 1 will assure the funding that permits Maple Valley Fire & Life Safety to deliver the excellent level of service it now provides to our local community.
