I have over 23 years of management experience in health and social services, and served on the Board for a multi-million dollar public mental health authority. In these positions, I learned the discipline of answering - and asking - the hard questions. I believe the time has come for the District #2 Commissioners to answer hard questions from the residents they serve.

Why does Evergreen with its rich tax base need to lay off staff and risk the possible disruption of core patient services? How is it balancing expansionist plans with fiscal accountability and its core mission? Although the Board finally acted to hold the CEO accountable, it also needs to hold itself accountable. Where was its oversight as fiscal and moral problems mounted? Where is its vision for how Evergreen will meet the health needs of a rapidly growing, and increasingly diverse, population?

My family has personally benefited from the health care provided by the compassionate and competent Evergreen staff. If elected, I will work in partnership with both staff and citizens to face the hard questions so that Evergreen can continue to provide quality health care for our community.

JEANETTE GREENFIELD is an experienced healthcare Commissionerwilling to make hard decisions. She has demonstrated the skills required to understand complex healthcare delivery and reimbursement systems. As the 2001 Board President, her leadership improved communications and ensured that community, physicians and hospital staff have a voice in planning the future of Evergreen.

GREENFIELDchampioned the spirit of cooperation with other medical institutions for cardiac and newborn clinical program development. She voted to implement high technology information systems to enhance Evergreen's nationally recognized quality of care. Jeanette supports increased patient service capacity in the healthcare system. For Jeanette this means respecting patient choices, preserving patient-physician confidentiality, supporting patient rights and recognizing community diversity.

JEANETTE emphatically supports new leadership to implement financial re-alignment, employee retention programs, improvement in core service delivery and keeping District tax rates at the lowest possible levels. During her terms, tax levy rates fell from .43/1000 in 1998 to .41/1000 in 2000.

GREENFIELD is a management consultant with a Masters in Business Administration and Masters Certificate in Legal Strategies. She was appointed Commissioner in 1998, because of her professional experience, collaborative expertise, and years of community volunteerism. District residents elected Jeanette in 1999 by a 61% majority.

Our community needs professional oversight to manage the complex job of running the hospital and medical services we need. Last year the Evergreen Hospital Medical Center incurred a $7.8 million operating loss even with the $10.7 million received from the hospital district's taxpayers. The Chief Executive Officer's contract was not renewed and relationships with the physicians are at an impasse. These results are indicative of a breakdown in the Board's performance of its duties. It is time for positive leadership.

I am seeking the office of Commissioner to offer my expertise as a successful executive manager with 30 years experience in banking and financial services. My experience will assist me in dealing with the financial management issues and in making the choices for services that we need and can afford. Over eighteen years ago I was one of the first community volunteers to the hospital's community advisor program. This experience strengthens my belief that the community is best served when citizens, care providers and hospital administrators work together as a team on behalf of the health of our families.

I sincerely want to help, and believe I can make a positive difference.
