Measures for the General Election
The legislature has proposed a constitutional amendment on filling vacancies
in legislative and partisan county elective offices. This amendment would
permit newly-elected officers to take office early if the office falls vacant
after
the general election and the newly-elected officer is of the same political
party as the former officer.

Shall the King County Charter be amended to authorize the King County Council
to adopt an ordinance to provide for a biennial budget cycle for any or all
county funds with a midbiennium review and modification for the second year
of the biennium, and to authorize the King County Council to repeal such a
biennial budget ordinance and revert to an annual budget cycle, all as provided
in Ordinance No. 14758?

The City of Seattle’s Proposition 1 concerns a levy for fire stations
and other emergency response facilities.
If approved, this proposition would authorize Seattle to replace, remodel,
expand, equip, or seismically strengthen fire stations, build new emergency
response and training facilities, and acquire and remodel fire boats. It would
lift the RCW 84.55 limit on regular property taxes, allowing $167,200,000 additional
taxes over nine years, according to Ordinance 121230. Up to $25,000,000 could
be collected in 2004. The 2004 total regular tax limit would be $3.71/$1,000
assessed value, including approximately $0.31 additional taxes.

The City of Seattle’s Proposed Charter Amendment 5 concerns the method
of electing Seattle’s nine-member city council.
If approved, this charter amendment would replace the current citywide method
of electing city council members with a district system, starting with the
2005 election. Voters in each district would elect one council member from
their district, rather than electing nine council members citywide. Each candidate
for the city council, and each council member once elected, would be required
to reside in his or her district. A Seattle Districting Commission would draw
boundaries for the nine city council districts.

The City Council of the City of Mercer Island presents this proposition
concerning annual increases in the City’s regular property tax levy to pay costs
of operating and maintaining Luther Burbank Park formerly owned by King County.
This proposition authorizes annual increases in the City’s
levy for six consecutive years for this purpose. The levy shall be
increased
in year
one
above the limit set by RCW 84.55.010 by $.0662 per $1,000 of assessed
value to collect $415,000. The levy may increase in years two through
six by the
June Seattle-Tacoma CPI-W. Should this proposition be approved?

The Board of Commissioners of King County Fire Protection District No. 2 adopted
Resolution No. 06-2003 proposing to levy a regular property tax of One Dollar
and 50/100 ($1.50) per One Thousand Dollars ($1000.00) of assessed value upon
all the taxable property within the District in 2003 for collection in 2004.
This shall not be construed to authorize an excess levy and shall be subject
to otherwise applicable statutory dollar rate limitations. Should this proposition

The Board of Commissioners of King County Fire Protection District No. 38
adopted Resolution No. 183 proposing to levy a regular property tax of One
Dollar and 07/100 ($1.07) per One Thousand Dollars ($1000.00) of assessed value
upon all the taxable property within the District in 2003 for collection in
2004. This shall not be construed to authorize an excess levy and shall be
subject to otherwise applicable statutory dollar rate limitations. Should this

The Board of Fire Commissioners of Fire Protection District No. 43 (Maple
Valley Fire and Life Safety), King County, Washington, adopted Resolution No.
R-03-02 concerning restoring the regular property tax levy to $1.50 per $1,000.
This proposition would authorize the District to restore its regular property
tax levy for 2004, subject to otherwise applicable statutory limitations. Should
this proposition be:

The Board of Fire Commissioners of Fire Protection District No. 43, King County
(Maple Valley Fire and Life Safety), adopted Resolution No. R-03-01 concerning
a proposition to finance and refinance facilities and equipment. This proposition
would authorize the District to acquire firefighting, emergency, communications,
medical and safety equipment, apparatus including fire engines and other vehicles,
improve and equip fire stations, and carry out other capital purposes, issue
no more than $8,000,000 of general obligation bonds maturing within 20 years,
and levy annual excess property taxes to pay and retire such bonds, all as
provided in Resolution No. R-03-01. Should this proposition be:
