  Phil Noble has worked to make Bellevue a better community by serving on the City Council, the Transportation Commission, and Bellevue's School Board.

  Phil's priorities on the Council have been transportation, neighborhoods, and promoting economic vitality to keep taxes low while providing work and shopping opportunities in Bellevue. With his help the City has moved from planning to building needed street improvements, implemented a model initiative to strengthen the Lake Hills neighborhood, completed a new plan for downtown development and supported neighborhood shopping centers. Phil wants to continue the progress made in these and other areas, such as parks, fire and safety, and government efficiency and responsiveness.

  Phil and his wife Shelley have lived in Bellevue for 30 years. He is an attorney with degrees in business administration and law. Please vote to return Phil to the Council where he will put his experience and commitment to work for you.

  The economic slump has caused significant unemployment, empty office buildings, and "out of business" establishments. There is an urgent need for a business-friendly environment for sustainable economic development. I propose establishment of a city-sponsored program to do what Americans do best: INNOVATE. We can become a center for innovation (like Redmond for software innovations). Our greatest asset is a community of people who have expertise in virtually every field.

  We also need tax incentives for business, affordable senior housing, low-cost transportation improvements (such as neighborhood shuttle buses), community safety, and neighborhood preservation/enhancement.

  I've been a Lake Hills resident for 42 years. I'm a retired Boeing engineer, widower, father of Kathleen (Bellevue) and Jeff (Mill Creek), Seattle University graduate (BSME and MBA), and a veteran who has served in all branches of the military except the Marine Corps. Retired as Coast Guard Reserve Commander.
