Authorizing Increase In Regular Property Tax Levy

EXPLANATORY STATEMENT

The actual levy will be established by the Board of Commissioners. The current levy rate is $1.24 per thousand dollars of assessed valuation. The additional tax revenue will fund fire and emergency services.

District 45 uses a successful combination of paid staff and highlytrained volunteers to provide round-the-clock professional emergency response from our main Duvall station. Continued use of qualified volunteers (which many districts are eliminating) keeps our emergency service cost-effective and community-based.

Our fire district covers a large geographic area, with growing population and increasing numbers of emergency response calls. Funding staffing for the second station will ensure quicker response to the eastern areas of the district, without drawing services away from downtown. Currently, a crew responding to an outlying region from headquarters means fewer staff and equipment are available for a simultaneous emergency elsewhere. The citizens voted to build the second station, and it only makes sense to provide staffing to maximize responses. Multiple crews will then be available for resource-intensive calls such as fires and traffic collisions. Increased personnel responding more effeciently to emergencies will translate into greater safety for firefighters and citizens.

Approving Proposition One will help offset the cuts in funding resulting from I-747, as well as protecting us from reductions in service if I-864 is approved in the Fall of 2004. Proposition No. 1 will mean more lives saved and more property protected!
