PROPOSITION NO. 1
MAINTAINING THE EXISTING PROPERTY TAX LEVY RATE FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES

The Board of Fire Commissioners of Woodinville Fire and Life Safety District adopted Resolution No. 2004-1 to finance fire protection and life safety services. This proposition would authorize the District to levy the previously authorized rate of one dollar ($1.00) per one thousand dollars ($1000) of assessed valuation upon all taxable property within the District in 2004 for collection in 2005 without regard to limitations imposed by Ch. 84.55 RCW on annual increases in property tax revenue. This shall not be construed to authorize an excess levy and is subject to otherwise applicable statutory dollar rate limitations. Should this proposition be:

EXPLANATORY STATEMENT

If approved by the voters, the proposition will authorize the District to levy regular real property taxes at a rate not to exceed $1.00 per thousand dollars of assessed valuation. The actual levy rate will be established by the Board of Commissioners. The current levy rate is 79 cents per thousand dollars of assessed valuation.

The levy will continue to be a regular property tax levy subject to the statutory exemptions and is not an excess levy.

The District Board has found that the tax levy and the revenue it will produce is necessary to maintain the current level of services, fire fighter staffing, equipment and apparatus to continue to improve services for the protection of life and property in the District and to enhance public safety.

Restoring the property tax regular levy to one dollar will allow the Board of Commissioners to reduce the amount of the District benefit charge.

The community of Woodinville served by Woodinville Fire & Life Safety District, expects and deserves continued fire protection, emergency medical services, and life safety programs of the HIGHEST QUALITY.

To preserve this high standard of service this proposition is asking voters to authorize the Fire District to maintain the existing property tax levy rate to the full $1.00 per $1000.00 of assessed valuation for the 2005 tax year, as previously approved by voters.

A YES on Proposition No. 1 ensures Woodinville Fire & Life Safety District would have the full resources to adequately support emergency services for the community.

WOODINVILLE FIRE AND LIFE SAFETY DISTRICT
KING COUNTY, WASHINGTON

RESOLUTION 2004-1

WHEREAS, the Board of Fire Commissioners of Woodinville Fire and Life Safety District has met and considered its budget for the calendar year 2005, and

WHEREAS, The Board of Fire Commissioners, in the course of considering the budget for 2005 has reviewed all sources of revenue and examined all anticipated expenses and obligations; and

WHEREAS, the expenses of the District are primarily personnel costs, which are adjusted by the Consumer Price Index, rather than the Implicit Price Deflator, and

WHEREAS, the Board of Fire Commissioners has determined that due to the requirements of the organizational mission, to provide the communities within the District with quality, cost effective, emergency services for the preservation of life and property, and to fund the cost of fire prevention and emergency response staffing of the District; the Board of Fire Commissioners finds there is a need to increase the property tax by the amount of the Implicit Price Deflator as permitted by law.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Fire Commissioners of Woodinville Fire and Life Safety District that the limit factor for the regular levy for the calendar year 2004 collected in 2005 shall be $1.00/$1000 of assessed value on all taxable property located within the District.

BE IT FURTHER RESOLVED, that one copy of this resolution be delivered to each of the following:

County Council and County Assessor of King County, Washington

ADOPTED at a regular meeting of the Board of Commissioners of Woodinville Fire & Life Safety District, this 4th day of May 2004, the following commissioners being present and voting.
