EXPLANATORY STATEMENT The School Board authorized placement of the four-year replacement Maintenance and Operations Levy on the ballot for February 7, 2006. This four-year levy will reduce elections and personnel costs, and allow us to continue improving fiscal operations and long-range planning for the benefit of our students, staff, and community. 學校董事會授權在二零零六年二月七日的選舉中提出一項四年期，保養及運作的取代稅。此四年期之稅項將降低選舉及人事費用，並讓我們可為學生，職員及社區之益，繼續改良財政運作及長期計劃。

SCHOOL MAINTENANCE AND OPERATIONS LEVY A RESOLUTION of the Board of Directors of Fife School District No. 417, Pierce County, Washington, providing for the submission to the qualified electors of the District at a special election to be held therein on February 7, 2006, of the proposition of whether an excess tax of approximately $2.28 per thousand dollars should be levied in 2006 for collection in 2007, and whether an excess tax of approximately $2.28 per thousand dollars should be levied in 2007 for collection in 2008, and whether an excess tax of approximately $2.28 per thousand dollars should be levied in 2008 for collection in 2009, and whether an excess tax of approximately $2.28 per thousand dollars should be levied in 2009 for collection in 2010, said excess taxes being for the District’s General Fund to pay part of the general expenses of program and facilities maintenance and operation support of the District. WHEREAS, Fife School District No. 417, Pierce County, Washington (the “District”) has been receiving funds from a maintenance and operations levy previously approved by the voters on a four year basis (the “Existing Maintenance and Operations Levy”); and WHEREAS, the Existing Maintenance and Operations Levy will expire in 2006; and WHEREAS, the money in and to be paid into the General Fund of the District during the 2006-07, 2007-08, 2008-09, 2009-10, and 2010-11 school years will be insufficient to enable the District to pay for necessary program and facilities, maintenance and operation and to properly meet the educational needs of the students attending District schools; and WHEREAS, in order to properly provide for such maintenance and operation and such educational needs, the Board of Directors of the District deems it necessary to levy the following taxes for the District’s General Fund upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: A. A tax of approximately $2.28 per thousand dollars of assessed valuation to provide $5,600,000, said levy to be made in 2006 for collection in 2007; and WHEREAS, the Constitution and laws of the State of Washington require that the question of whether or not such excess taxes may be levied must be submitted to the qualified electors of the District for their ratification or rejection; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF FIFE SCHOOL DISTRICT NO. 417, PIERCE COUNTY, WASHINGTON, as follows: Section 1. The following taxes for the District’s General Fund should be levied upon all of the taxable property within the District in excess of the maximum annual tax levy permitted by law to be levied within the District without a vote of the electors: E. A tax of approximately $2.28 per thousand dollars of assessed valuation to provide $5,600,000, said levy to be made in 2006 for collection in 2007; and Upon approval by the voters of Proposition No. 1 set forth below, the District may use the proceeds of said levies during the 2006-07, 2007-08, 2008-09, 2009-10 and 2010-11 school years by incurring an indebtedness by the issuance of short term obligations against the General Fund of the District, as authorized by RCW ch.39.50, and may expend the proceeds of said levies to pay such part of the general expenses of program and facilities maintenance and operation of the District during such school years as may be authorized or allowed by law for the use of excess levy funds. Section 2. It is hereby found and declared that an emergency exists requiring the submission to the qualified electors of the District of the proposition of whether or not the District shall levy such excess tax for their ratification or rejection at a special election to be held therein on February 7, 2006. The Pierce County Auditor as supervisor of elections in Pierce County, Washington, is hereby requested to find the existence of such emergency and to call and conduct said special election to be held within the District on said date and to submit to the qualified electors of the District the proposition hereinafter set forth. The District requests inclusion in the official voters pamphlet for both Pierce and King Counties. The Secretary of the Board of Directors is hereby authorized and directed to certify said proposition in the following form: PROPOSITION NO. 1
FIFE SCHOOLS PROGRAM AND FACILITIES OPERATION AND MAINTENANCE LEVY The Board of Directors of Fife School District No. 417 approved a proposition for educational levies. This proposition provides for the support of educational programs, facilities maintenance and operations by authorizing the levy of the following excess taxes, to replace an expiring levy, on all taxable property within the District, as specified in District Resolution No. 05-9. YES NO The polls for such special election shall be open from 7:00 a.m. to 8:00 p.m. The Secretary of the Board of Directors of the District is hereby directed to deliver a certified copy of this resolution to the Pierce County Auditor. ADOPTED by the Board of Directors of Fife School District No. 417, Pierce County, Washington, at a regular meeting thereof, held October 31, 2005. |
