Background

The State Legislature excepted conservation district elections from the general election laws in Title 29A RCW. (RCW 29A.04.330(1)). These elections are conducted by the King Conservation District and governed by Chapter 89.08 RCW and not by state election code 29A RCW. RCW 89.08.190 and .110 state that the board and the state conservation commission will determine the date of the election, establish polling places, conduct the election, canvass the returns, etc.
