CITY OF KENMORE
COUNCIL POSITION NO. 5

Daniel HELMS
John PHELPS
Geoffrey R. Fowler
Tika Esler

Daniel HELMS

My name is Daniel T. Helms. I have chosen to run for position five in the Kenmore City Council. My family has a long history with the Kenmore area, having ties to it for more than 40 years. My wife Kathy and I have lived in the Moorlands area for the past 14 years. We have seen our children grow and our six grandchildren enter into our community. It is important that our family, and other families within this city enjoy the same quality of life we have experienced. I have been a production manager for the past 15 years. My father had a business during the 50's and 60's in Kenmore, and I have also owned my own business and know what it takes to expand and grow. I believe it's my civic duty to assist in its planning and growth not only for today but for tomorrow.

John PHELPS

My wife and I have resided with our daughter in Kenmore since 1986. From 1956 to 1992, I was the V/P, Treasurer and Comptroller of my family business.

My experience as a businessman has given me an extensive background in Personnel, Payroll, Accounting, Insurance, and Labor/Business Contract negotiations.

I am a Past President of the Washington State Tire Dealers, and a past Director of the National Tire Dealers. I am a current Board Member of the Moorland PTA and Inglemoor Soccer Club, and am the Treasurer of the East King County Soccer Referees.

As your city councilman, I will work to make our new city safe and free of violence. Good local law enforcement and fire protection, well maintained roads, and reliable utilities will be my priorities.

We all must work to preserve Kenmore's suburban character and keep its government affordable and responsive.\

Geoffrey R. FOWLER

On February 3rd, the citizens of Kenmore will vote for the best candidate for position 5 of the Interim City Council. There are several reasons why I need your vote and support on this day.

My wife, a twenty-year Kenmore resident, and myself plan to raise our family in this wonderful community. We know that strong communities are built upon strong families, where husbands and wives together care for and teach their children.

As a city, Kenmore can positively contribute to this important process. This is why I support improving our parks and recreational facilities, as well as preserving wildlife habitats on the lake for the next generation to enjoy. A community center is needed, as well as a more accessible means of public transportation within the city limits.

My vision of Kenmore echoes your own - to provide a safe, secure environment for families of all types.

Her leadership skills will be of great value to our Interim Council. Tika and Mike chaired the Kenmore Technology Committee, and they have prepared a report of our needs and options. She is listed in Who's Who in Higher Education in the West, and she has the experience and the vision we need.

"My focus in seeking this position is three-fold, build leadership, ensure fiscal responsibility, and address our traffic situation. Starting our city will be a legacy that this interim council will leave behind. I look forward to the opportunity to be a part of it."

Lyle D. SELLARDS

I agreed to be a candidate to help Kenmore become a vital, progressive and livable city on the North Shore of Lake Washington.

In addition to the establishment of our new city, the important issues to me are:

  1. Capping property taxes;
  2. Solving traffic and pedestrian problems;
  3. Managing new growth to limit overbuilding;
  4. Conservation and public access of Swamp Creek, Sammamish River and adjacent wetlands;
  5. Providing services for low income families and senior citizens; 6) Providing sports facilities for active families; 7) Providing for the continuation of emergency services.
I am retired, have had administrative experience, and have the time. I have been actively concerned about the environment, the wetlands, Swamp Creek and the Sammamish River conservation. My children and grandchildren live in Kenmore and so I care about education and the general quality of life.

Dale ASHLEY

30 year resident of Kenmore. Age 60, retired, former labor relation and EEO consultant. Former commissioner, Northshore Fire Department. Former commissioner, Washington State Boxing Commission. The reason I am a candidate is that I want to be the spokesperson for those Kenmore residents who do not want their taxes raised. "No new taxes." I will not support any grandiose plans to overtax our senior citizens.

Robert E. ADAIR

As a resident of the Kenmore area for over 20 years, I believe the formation of the City of Kenmore will enable our city to become a more beautiful and liveable area than it is now. I have become a candidate because I believe and my friends and business associates believe that I can help in this task. Our first step is to put together the "nuts and bolts" of an efficient local government with honesty and high ethics. But we must also have a clear vision of the future of Kenmore for the next five, ten, and twenty years.

My education is a BA in Business Administration and graduate level courses in Economics. My business experience includes over 20 years at manager level in Sales, Marketing and Contract Administration in the Aerospace industry. I am married with children and grandchildren. A veteran with seven years of duty.

COUNCIL POSITION NO. 7

Richard CLEMENTS

The citizens of our newly-formed city of Kenmore have many crucial decisions to make in the coming years. I will help make those decisions by representing you on the Kenmore City Council, position 7.

We have seen our community change from a rural landscape into an urban community. Issues including police and fire protection, diminished open spaces, traffic gridlock, pedestrian safety, developments such as Lake Pointe, increased school population, all affect our property taxes and quality of life. Kenmore deserves a City Council that is responsive to our community's needs.

As a King County Sheriff/Court Security Officer, helping citizens solve problems is part of my daily responsibilities. I have the energy and the enthusiasm to help lead Kenmore into the future, with your support and vote on election day.

Your concerns are my concerns. Let's work together to make Kenmore a city of which we are all proud.

I represent no special interest groups except as a homeowner, husband, and parent. I view the forming of the city of Kenmore as a unique opportunity to set up a cost-effective, non-intrusive, productive local government.

I believe we should initially set up city agencies at a minimum to give us time to review revenues and examine real needs. This can be accomplished by exploring the possibilities of renting office space and equipment, by outsourcing and contracting city services. By collaborating with the existing county and adjoining suburban governments, Kenmore can initially provide essential services without long-term taxpayer commitments.

My intention is to preserve the quality of the neighborhoods, while providing for a reasonable (inevitable) expansion of the business community, restricted primarily along the Bothell Way corridor.

We must address the traffic congestion situation along Juanita/Bothell Way in cooperation with the Lake Pointe Project to insure a better future.

He is a retired U.S. Navy Commander and a retired Clinical Member of the American Association of Marriage and Family Therapists. He is a past President of the Model A Ford Club of America, a corporation of 32,000 members and an annual budget of over a million dollars. He is an active member of the Bothell United Methodist Church, the Puget Sound and Snohomish County Dahlia Associations, and manager/coach of a local senior softball team. He has served on a Northshore School District committee.

It is his hope that he might contribute to the positive future of Kenmore by listening to the needs and wishes of citizens of that community and acting at all times in their best interests.
