City of Duvall- Proposition No. 1

BALLOT TITLE
PROPOSITION NO. 1
POLICE SERVICES LEVY

Shall the City of Duvall increase its regular property tax levy by levying $130,000 in regular property taxes in excess of the 106% levy limitation in 1998 for collection beginning in 1999, and continuing in 2000, 2001, 2002 and 2003, for the purpose of continuing supplemental funding of the operations of its police department, and to use said 1998 levy to compute limitations on subsequent tax levies?

EXPLANATORY STATEMENT:
The law as it now exists: State law limits a city’s tax levy to no more than 106 percent of the city’s highest levy for the last three years. The voters in a city can vote to lift the levy lid by more than six percent by simple majority vote. The City may designate the purpose of the funds to be generated by the additional levy and may limit the time period for which the additional levy will be assessed.
The effect of Proposition 1 if approved: The property tax levy in the City of Duvall would be increased to generate an additional $130,000 per year for five years to be collected in 1999 through 2003 for the purpose of partially funding police services to allow the City to maintain these services at existing levels. The increase in the property tax levy would be approximately $.051 per $1000 of assessed valuation for the 1998 levy to be collected in 1999. This levy would be used to compute limitations on subsequent tax levies. After the expiration of the five year levy lid lift, subsequent levies would be computed as if the additional levy had not been approved and the City had made levies at the maximum which would otherwise have been allowed by law.

STATEMENT FOR
The citizens of the City of Duvall enjoy one of the safest and most secure communities in the State of Washington. This is due to the diligent and pro-active policing programs of the Duvall Police Department.
The City Council of the City of Duvall has passed a resolution authorizing a levy to enable the City of Duvall to maintain the level of police services the city has at present. This levy is a continuation of the currently existing levy which will expire in 1998. This levy would not create an increase in taxes but would maintain the already existing levy at the current rate.
If the levy were to fail, the Police Department would have to drastically reduce its present service levels. For instance, the Police Department would not be able to continue the 24-hour coverage. If an arrest were made, there would be no police protection in the city while the officer was at the jail. The quick response times for emergencies could be greatly reduced.
