Town of Yarrow Point- Proposition No. 1

BALLOT TITLE
PROPOSITION NO. 1
GENERAL OBLIGATION BONDS—$3,900,000

To provide financing for relocating all utility lines underground and constructing a pedestrian walkway along 92nd Avenue N.E., shall the Town of Yarrow Point issue general obligation bonds in the principal amount not to exceed $3,900,000, payable out of annual property tax levies in excess of regular property tax levies, maturing within a maximum of 20 years, as provided in Ordinance No. 477?

EXPLANATORY STATEMENT:
Passage of ballot measure No. 1 will allow the Town of Yarrow Point to issue bonds in a principal amount of not to exceed $3,900,000 to fund the costs of relocating all utility lines underground throughout the Town and constructing a pedestrian walkway along 92nd Avenue NE, and to levy property taxes in amounts sufficient to pay the principal of and interest on such bonds as such amount become due and payable. Such taxes may be in excess of the taxes which the Town is authorized to levy without a vote of the electorate. The bonds may be issued for a term that does not exceed 20 years and will pay interest at a rate or rates that will be determined by the Town Council upon the sale of the bonds, all as described in Ordinance No. 477 of the Town.

STATEMENT FOR
Vote YES for Funding the Utilities Undergrounding and Pedestrian Walkways for the Town of Yarrow Point.
SAFETY- Pedestrians are now required to walk in the street along 92nd Avenue NE, the main access and egress to the Town Of Yarrow Point. The foot traffic is increasing yearly, and the condition of the available walkways is presently dangerous.
UTILITIES- Telephone service is taking months to hook up, due to the deplorable condition of the wiring on Yarrow Point. Future use of services needed is only going to increase in the future but the availability of usage will quickly decline.
PROPERTY VALUES INCREASE- Territorial views blighted by a confusion of wires will be greatly increased by undergrounding wires.
