The cities of Burien, SeaTac, Seattle and Tukwila have designated all or a portion of North Highline as a potential annexation area in their respective comprehensive plans. As a result, the Growth Management Planning Council (GMPC) has adopted a motion to show North Highline as an overlap or contested interim potential annexation area in the Countywide Planning Policies (CPPs). The CPPs are being amended to identify a process to resolve Potential Annexation Area (PAA) overlaps in the North Highline PAA.

North Highline is an unincorporated urban area of approximately 32,000 bordered by Seattle, Burien, SeaTac and Tukwila. It includes the White Center and Boulevard Park communities, as well as, several other smaller neighborhoods.

Status updates

Burien Partial Annexation Proposal: The city of Burien introduced a Notice of Intent (NOI) to annex at the Boundary Review Board (BRB) for a partial annexation of the North Highline PAA. Burien subsequently withdrew their request. The BRB took action on September 2, 2008 accepting the City of Burien's request to withdraw its NOI and counseling all jurisdictions to work collaboratively towards a solution.

The Growth Management Planning Council approved an amendment to the Countywide Planning Policies (CPPs) to provide that, in areas of overlapping PAAs, cities must first seek to negotiate a resolution. After an attempt to negotiate cities may declare negotiations have failed and proceed to annexation of some or all of the area. The amendment is currently being circulated for potential ratification by the suburban cities of King County.

The Growth Management Planning Council is a formal body comprised of elected officials from jurisdictions throughout the county.  The GMPC works together to plan for economic and population growth in King County and to implement the Countywide Planning Policies, which were adopted by the GMPC and County Council, and ratified by the cities, in 1994.  For more information, view the GMPC webpage.
