Tri-County ESA Response
Organizational Roles and Responsibilities General Assembly The primary purpose of the General Assembly is to ensure that the individual WRIAs within the Tri-County region are planning and implementing salmon recovery efforts in a cooperative and coordinated manner. The Assembly will serve as a check point for the Executive Committee to seek input and guidance on their WRIA-based efforts. The Assembly will support the Executive Committee to oversee and coordinate a comprehensive and credible response to the proposed federal ESA listing of Puget Sound Chinook salmon among state, tribal and local governments throughout King, Pierce and Snohomish Counties. The Assembly will meet and review progress of the Tri-County effort at least quarterly or at the call of the Executive Committee. At these meetings, the Assembly will review decisions and actions of the Executive Committee and Staff Group and provide guidance for the overall Tri-County effort. Executive Committee The Executive Committee will serve as the primary working committee to facilitate, coordinate and implement the Tri-County salmon recovery and restoration effort. Its primary purpose is to guide and oversee the salmon recovery planning efforts within the WRIAs and their respective counties, and to ensure that implementation of the WRIA plans is coordinated with the overall Tri-County effort. The Executive Committee will consult regularly with local jurisdictions and with the Tri-County Assembly on the status and products of our regional ESA response, and shall seek the consensus of the Tri-County Assembly prior to submittal of the ESA response to the state and federal government. The Tri-County Staff Group and Working Committees will report directly to the Executive Committee. The Executive Committee and the Staff Group will report progress and seek guidance from the Tri-County Assembly. Staff Group The Staff Group will consist of designated representatives from the Assembly and Executive Committee. The primary purpose of this Committee will be to develop, staff, coordinate, and recommend specific actions of the individual work groups within the Tri-County organizational structure. In short, the Staff Group will be responsible for work product the Executive Committee and Assembly task them to develop. The Staff Group will also serve as an administrative arm to the Executive Committee and Tri-County Assembly. The Staff Group will further be charged with the responsibility for ensuring WRIA coordination and cooperation at a staff level. Work Groups Individual Tri-County work groups will be established at the staff level and may come and go as the Tri-County effort evolves over a period of time. The Staff Group will oversee and coordinate these efforts. The work groups will have specific tasks or areas of responsibility and will be asked to develop recommendations that the Staff Group, Executive Committee and Assembly will review and take action on. Watersheds/WRIAs The Tri-County effort is fundamentally a coordinated, WRIA-based salmon recovery strategy. The Executive Committee has designated the 3 County Executives to convene the local governments, state and tribal governments, key stakeholders, and interested parties within a WRIA to organize and begin developing recovery plans for the individual WRIA’s within the Tri-County area. These WRIA efforts are tasked with advancing the goals and work plan of the Tri-County effort and developing WRIA-based salmon recovery plans within their designated areas. Updated: June 29, 1998
