DDES Building Services Division: Emergency permits for earthquake and related damage

The King County Department of Development and Environmental Services (DDES) will conduct safety inspections for buildings in unincorporated King County sustaining earthquake damage. Customers should call (206) 296-6630 to schedule a damage inspection. During weekends and off-hours, customers can also call (206) 296-6635. Weekend and off-hour calls will be returned the following business day. Customers concerned about utilities servicing specific structures should call the pertinent utility company.

Following the initial inspection, DDES inspectors will assess whether a structure is safe to occupy and whether a permit is required for repair work. Inspection staff may also advise customers of the need to pursue a more detailed inspection from a licensed structural engineer to determine the full extent of the damage. Damaged structures requiring permits for repair work will be given priority intake and review by DDES staff.

DDES staff can, under specific circumstances, issue permits in the field after an inspection. The criteria for subject to field inspection permits, as well as permits requiring standard plan review at DDES, are as follows:

Criteria for permits issued in the field:
» The work is limited to replacement of the damaged elements;
» A damage assessment has been completed by DDES Inspections and the inspector has recommended that a permit issued in the field is appropriate; and
» The structure was originally permitted.

Criteria for permits requiring plan review by DDES prior to issuance:
» Structures which have completely collapsed;
» Structures which have had failure of the primary frame;
» Structures located in a floodway and the damage exceeds 50% of the value;
» Relocated structures or changes in the building footprint; or
» As required by the inspector as a result of the assessment inspection.

The fee for damage inspections or assessments is $150 for single family residential homes and $291 for multi-family and commercial facilities. To make the process run as smoothly as possible, the fee will be collected either at the time of permit application or by mailed billing.
