The Center for Substance Abuse Prevention (CSAP) is a two-year family strengthening project. The project will adapt and implement culturally-competent parenting programs for four target populations in King County, Washington, which are often underserved in local alcohol prevention efforts:

• Asian, Pacific Islander (API) parent/families
• Native-American parent/families
• Latino/Hispanic parents/families
• General community parents/families

The research project -- with the involvement of community members and parents/families from the target groups -- intends to review and choose an appropriate parenting intervention training to improve family management. The long-range goals will be to decrease alcohol and other drug abuse and related problems within these populations. The project will consist of two phases:

• Phase I - Consensus building activities, decision-making processes, and cultural adaptations.
  This phase focuses on reviewing, identifying, adopting/adapting behavioral training materials for use in parent interventions with API/Native American/Latino/Hispanic parents and parents of the general community. The parenting curricula selected by the communities will be pilot tested. Parents from these pilot trainings will be asked to participate in focus groups in order to assess the perceived usefulness and relevance of items contained in the curricula. The parenting intervention training will be revised and locally adapted based on the reviews. To make the curriculum particularly appropriate for these communities, cultural adaptations will be made if necessary when doing different languages.
  
  
• Phase II - Implementation of the parenting curriculum.
  The project will use the information from the focus groups to revise the curriculum. The project will then move to the implementation of four parent interventions:
  • API/Native American, non-revised parenting curriculum
  • API/Native American, locally-adapted parenting curriculum
  • Latino/Hispanic, non-revised parenting curriculum
  • Latino/Hispanic, locally-adapted parenting curriculum
  • General Community, non-revised parenting curriculum
  • General Community, locally-adapted parenting curriculum

The project will utilize an outside consultant to produce process and outcome evaluations. Outcomes will be evaluated with an emphasis on assessing risk and protective factors. The final report will detail the project, processes and results with recommendations for replication.
