KING COUNTY, WASHINGTON - At its business meeting in late July, the Seattle HIV/AIDS Planning Council adopted an allocation plan for the distribution of an anticipated $5.3 million to support the delivery of care services to low-income persons living with HIV/AIDS in King County during the 2003 contract year.

The allocation plan, which represents a 3% increase in available funding from the previous contract year, is summarized below.

In addition to continuing public dollars for HIV/AIDS care services, King County will receive its fourth year of special funding through the Ryan White CARE Act Title I Minority AIDS Initiative, a national effort targeting major cities with the intent of strengthening HIV care services among communities of color. The Initiative is meant to reduce disparities in health outcomes among HIV-infected persons of color. The Council anticipates a contract year 2003 Minority AIDS Initiative award of $200,000, a 13% increase over this year's funding level.

Public and non-profit agencies can apply to utilize these funds during the 2003 contract period which runs from March 1, 2003 through February 29, 2004. The Request for Proposal (RFP) will be available at www.metrokc.gov/health/apu, as well as by disk and in hard copy, on September 3, 2002. A bidder's conference will be held on September 6, 2002 in the cafeteria at Catholic Community Services (100 23rd Ave South, Seattle) from 2 p.m. to 4 p.m. Applications are due by noon on October 14, 2002. The HIV/AIDS Planning Council is the local decision-making body that determines how federal, state and local funds will be awarded for HIV/AIDS care services and prevention interventions in King County.

The Council is a diverse 30-member volunteer body whose members are appointed by King County Executive Ron Sims. Council members include persons living with HIV/AIDS, providers of HIV care and prevention services, and experts in Public Health, behavioral science, evaluation, research, health planning and education. The Council strives to be representative of the many communities impacted by the epidemic locally, and bases its resource allocation decisions upon extensive needs assessment and epidemiological data.

Interested parties have through August 30, 2002, to review the allocation plan and file a grievance, for due cause, regarding the process by which these decisions were made.
