Legislative Update
Tom Bristow, lobbyist for the King County Council, will provide an update of Washington State legislative activity related to health care access, health insurance coverage and the State Public Health Financing Committee.

Pandemic Influenza Funding Resolution (Action Item)
David Randall, Senior Legislative Analyst, King County Council, will brief the Board on a King County Council motion seeking congressional funding for an exercise to develop an integrated local government response to a pandemic influenza outbreak in King County. Mr. Randall will present a resolution for adoption by the Board in support of Council’s motion.

King County Overweight Prevention Initiative Resolution (Action Item)
Kirsten Wysen, Policy Analyst, Public Health, will review the Overweight Prevention Initiative resolution for adoption by the Board. The resolution acknowledges the significant health consequences of obesity and overweight and directs the King County Overweight Prevention Initiative to work on action items and to report back to the Board in one year.

Briefing: Revision of Personal Health Services Fees
Marcy Maurer, MHA, Assistant Division Director, Community Health Services Division, will present proposed revisions to Title 3 of the Code of the King County Board of Health on Personal Health Services Fees and Charges. The revisions are necessary in order to maintain compliance with state and federal funding mandates. The fees proposed are comparable to those charged by community clinics. The Board will be asked to vote on the ordinance at the December 9th meeting.

Briefing: Prescription Opiate Use and Misuse Trends in King County and Washington State
Mr. Caleb Banta-Green, MPH, MSW, Alcohol and Drug Abuse Institute, University of Washington, will present data on the increased number of deaths related to opiate overdoses. Mr. Ron Jackson, MSW, Executive Director, Evergreen Treatment Services will discuss the role of methadone treatment in treating opiate dependence. Dr. John Matthew Lacy, Pathologist, Office of the King County Medical Examiner, will present data on drug-related deaths gathered over the last 10 years as published in the 2004 King County Medical Examiner’s Officer Annual Report and plans for enhanced opiate-related death investigations in the Medical Examiner’s Office.

The King County Board of Health sets county-wide public health policy, enacts and enforces local public health regulations, and carries out other duties of local boards of health specified in state law. These duties include enforcing state public health statutes, preventing and controlling the spread of infectious disease, abating nuisances, and establishing fee schedules for licenses, permits and other services.
