WORK LOCATION: 500 4th Avenue, Room 320, Seattle, WA 98104.
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The workweek is normally 40 hours, Monday through Friday.
JOB DESCRIPTION: This position is responsible for supervising a unit of capital project managers and support staff that develop, design, and implement a wide variety of complex capital improvement projects in support of the King County General Government Capital Improvement Program.
PRIMARY JOB DUTIES INCLUDE:
- Reviews and monitors capital improvement project schedules and budgets to ensure projects are completed on time and within budget in coordination.
- Provides technical expertise to capital project managers in areas of construction contract administration, project development, consultant fee negotiation, and procurement activities.
- Reviews project plans to ensure compliance with Facilities Management Division’s design and construction policies and procedures, and for compliance with the King County Space Plan.
- Provides strategic direction and guidance to capital project managers. Determines performance standards and measures for unit, individuals, and project work teams and monitors progress for annual reporting.
- Manages the development and preparation of the annual capital improvement program and budget, which include the development of project scopes, schedules, and cost estimates, for the Major Maintenance Reserve Fund and the General Government Capital Improvement Program in coordination with the King County Facilities Management Division and the Office of Management and Budget.
- Assigns projects to capital project managers and support staff. Schedules and supervises the work of staff members and evaluates performance, including preparation of performance appraisals. Recommends hiring and disciplinary actions.
- Provides technical expertise in evaluation of complex, sensitive and political issues.
- Works with elected officials, County employees, other County departments and agencies, clients, and the public to ensure project goals are met. Represents the unit and/or assists capital project managers at public meetings, briefings and presentations with County officials, other agencies or jurisdictions.
- Works jointly with the Division Director for the Facilities Management Division, and other supervisors, to formulate and recommend policies and programs for the approval of the County Executive and Council.
QUALIFICATIONS:
- Four-year Degree in Architecture, Engineering or related field or the equivalent combination of education and experience.
- License as a Registered Architect or Professional Engineer is highly desirable
- At least ten years of increasingly responsible project experience managing a variety of small and large scale design and construction projects, working with multiple and diverse clients/stakeholders.
- Demonstrated knowledge of design and construction principles and practices, cost estimating and scheduling, contracting, project management techniques, and federal, state and local development regulations and processes.
- Demonstrated knowledge of principles of supervision, organization and administration.
- Demonstrated experience in financial management and monitoring, including program/project budgeting, and project revenue and expenditure forecasting and reconciliation.
- Excellent written and oral communication skills.
- Demonstrated ability to work in litigious environment and handle multiple competing priorities.
- Excellent problem solving and public speaking skills.
- Skill in effectively communicating work performance standards and ability to effectively monitor and evaluate performance.
- Strong customer service skills and ability to work in a team environment.
- Experience as a manager or supervisor, or lead on complex projects is required. Experience supervising represented employees is desirable.
NECESSARY SPECIAL REQUIREMENTS: At the time of appointment the selected candidate must possess a valid Washington State driver’s license or the ability to travel throughout King County in a timely manner. The selected applicant must complete an annual “Financial Disclosure Statement” in accordance with the King County Code of Ethics.
