WORK LOCATION: Chinook Building (CNK), 401 5th Avenue, Suite 800, Seattle, WA 98104. However, employees may be required to work at other locations in the county depending on specific work assignments.
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time, Monday through Friday 8:00 a.m. to 5:00 p.m. but work assignments may require variable schedule for meeting with business partners.
PRIMARY JOB DUTIES INCLUDE: Employee in this position will work on a team with other county staff and consultants to support the ABT Program High Level Business Design and Detailed Implementation Plan phases. Specific duties include:
- Provide budget function expertise during the ABT Program project.
- Review and document current budget business policies, processes and practices.
- Assist in the identification and evaluation of County budget best practices, the gap analysis of current budget business processes and best practices.
- Assist in the development of a cost/benefit analysis supporting the implementation of modified budget business processes.
- Assist in the evaluation of budget system Request for Proposal (RFP) responses.
- Assist in the implementation of best practice budget business processes supported by the selected budget system.
- Assist in the development of detailed project plans.
- Lead business partners through business process improvement and change.
- Facilitate sessions with business partners.
- Coordinate with other ABT functional area teams
- Other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree in business administration or related field and at least three years budget system management experience or an equivalent combination of education and experience.
- Demonstrated project management experience, including project planning and project monitoring.
- Demonstrated experience in budget analysis and budget systems implementation.
- Ability to communicate effectively both orally and in writing to a wide range of individuals, including making presentations before groups and committees.
- Ability to work effectively and cooperatively on complex tasks within tight time and budget constraints.
- Advanced knowledge of automated systems testing procedures, data conversion analyses, transaction processing, and troubleshooting applications.
- Ability to develop effective recommendations on full range of issues involving the analysis of functional modules and automated systems.
- Demonstrated experience creating business process flows using Visio; writing issue papers, reports, system documentation and user guides using Word; organizing information and doing calculations with Excel; preparing presentations using PowerPoint; and, effectively using Outlook and SharePoint productivity tools.
NECESSARY SPECIAL REQUIREMENTS:
Valid Washington State Driver’s License or the ability to travel throughout the county in a timely manner.
