Job Description: Under the direction of higher level positions, the Engineer II position performs basic engineering design support and project management duties of complex road and bridge design projects which require preparation and review of design plans in accordance with King County standards and environmental regulations and coordination with consultants, regulatory agencies, support staff and the public to resolve project issues. Duties include:
- Assist in the development and monitoring of project scope, schedule, and budget.
- Support the consultant contract management process:
- Prepare Requests for Qualifications
- Assist in the consultant selection process
- Assist in consultant contract negotiations
- Prepare scopes of work for consultant contracts and supplemental addendums
- Coordinate a multidisciplinary team from concept development through the successful construction of transportation/bridge projects; facilitate team communication, goals, and efforts.
- Successfully communicate difficult issues to team members, other division staff, consultants, management and the public.
- Complete project tasks efficiently which includes: design/scope changes, design and construction budget, design criteria and calculations, budget, and schedule prepared by consultants or in-house staff.
- Evaluate proposed or required changes to projects; determine the effects on scope, schedule, and budget; develop alternatives; formulate clear recommendations for management.
- Prepare and/or review engineering plans, specifications and cost estimates for transportation/bridge projects.
- Prepare and/or review right-of-way plans and legal descriptions.
- Review environmental documents prepared by consultants and evaluate environmental alternatives prepared by consultants or in-house staff.
- Analyze alternative designs and make cost effective recommendations.
- Other duties as assigned.
Required Knowledge, Skills and Abilities:
- Bachelor’s degree in civil engineering (BSCE)
- EIT certification
- Knowledge in project management techniques and principles to include budget, scope and schedule development and monitoring
- Knowledge of technical disciplines required for implementation of roadway/bridge projects
- Skill in developing and/or reviewing road, bridge and drainage design plans, specifications and cost estimates
- Skill in consultant contract negotiation and administration
- Skill in Microsoft Word, Excel, Access, Project and PowerPoint
- Excellent verbal and written communication skills
- Skill in responding to citizen inquiries and working with interest groups
- Skill in problem solving and conflict resolution
- Ability to coordinate meetings among citizens, agencies, and other interest groups
- Ability to lead, collaborate, work and make decisions in a team environment
- Ability to prioritize assigned tasks and work efficiently to support project team and meet project goals
- Ability to perform fast-track tasks simultaneously with previously assigned tasks
- Ability to have predictable and reliable attendance
Desirable Requirements:
- Experience in coordinating the preparation and review of engineer’s plans, specifications and related documents
- Eaglepoint (or other civil engineering design software) and AutoCAD skills desirable
- Skill in using GIS software (ARCView or similar)
