Deciding Whom to Survey 

When it comes to conducting a CTR goal measurement survey, you have two choices:

  1. Survey only CTR-affected employees at the site.
  2. Survey the entire worksite population (excluding employees who have been officially exempted from the CTR program by the local jurisdiction). Total worksite population includes:

    • All CTR affected employees,
    • All other employees on the company payroll (i.e., night shift, part time, and teleworking employees), and
    • All other persons not on the company payroll but who work at the site and are eligible to take advantage of the benefits of the CTR Program. This may include: contract and temporary employees, cafeteria staff, janitorial staff, etc.

If you choose to survey total worksite population, you will have the option of choosing the resulting VMT rate or SOV rate calculated for all employees, or for affected employees only, as a measure of goal attainment.

If you are conducting a baseline survey, you have the same two choices as above. However, if you think your worksite would ever benefit from surveying the total worksite population ("all"), you should survey that population in your baseline survey.

In future CTR goal measurement surveys, a site will only be allowed to use the SOV and VMT results of their total worksite population (all employees) if they surveyed their population in their baseline survey.
