Roads Maintenance — Environmental Unit

The Roads Maintenance Environmental Unit is responsible for managing and administrating multiple environmental programs that directly support the work performed by crews conducting maintenance and repairs to roadways and associated infrastructure within King County.  This support is provided through regulatory and environmental review, permitting, mitigation design, construction oversight, and outcome monitoring of all Roads Maintenance projects within environmentally sensitive areas. Programs that fall within the responsibility of the Environmental Unit include:

     
  • Endangered Species Act (ESA) 4(d) Regional Roads Maintenance Program Guidelines
  • Endangered Species Act and Municipal National Pollutant Discharge Elimination System (NPDES) Programs which includes; Macroinvertebrate Sampling, Water Quality, Habitat, Mapping Programs, and Sand and Gravel NPDES (Storm Water Pollution Prevention Plans), and environmental monitoring of the section’s waste disposal and reclamation of material.
  • Mitigation/habitat improvement design review for permitting as well as required construction oversight/monitoring for permits and cultural resources.
  • Hazardous Materials/Spill Response Program.
  • Oversight of the Roads Maintenance Section’s Programmatic Grading Permit with King County’s Department of Development and Environmental Services.
  • Oversight of the Roads Maintenance Section’s Streamline Joint Aquatic Research Permit Application (JARPA) with Washington State Department of Fish and Wildlife.
  • Environmental Program at Roads Maintenance Facilities and real properties; Groundwater Monitoring Program; Sampling of reclaimed material; Industrial National Pollutant Discharge Elimination System (NPDES) Sand & Gravel Permits; Spill Prevention, Control and Countermeasures Program.
  • Oversight of the Street Waste Disposal Program/Decant Station Program and Street Waste Monitoring Program.
