Focus and scope
Focus
In response to a November 2003 Metropolitan King County Council budget proviso, the King County Department of Transportation is convening a working group of stakeholders to study and make recommendations for the long-term use or disposition of King County Metro Transit properties on North Lake Union in the South Wallingford neighborhood of Seattle. The working group process will include discussion of transportation infrastructure and land uses that link North Lake Union with other subareas.
The facilitated working group discussions during this process will advise Metro Transit during the completion of a master plan for the use or disposition of Metro Transit properties in the North Lake Union area. Issues and elements that will be included as part of the working group discussions are:
- Potential zoning changes
- Inter-local agreements
- Relevant King County Comprehensive Plan ordinances
- Approved uses of surplus properties
- Property Expert Review Task Force recommendations
- Economic impacts
- Environmental benefits
- Linkage to other communities, including waterborne transportation to South Lake Union and the University of Washington and the need for better transit and park/trail connectivity to surrounding neighborhoods
- Effects on local housing
The working group will select co-chairs to: represent the perspectives of the working group at the public workshop; present recommendations of the working group, as requested, to the Metropolitan King County Council; and represent the working group at other designated times.
The working group responsibilities include:
- Advising King County Metro Transit on the development of the master plan for the use or disposition of Metro Transit properties on North Lake Union
- Reviewing public comments received during the public workshop process, giving feedback from a community perspective on how to integrate these comments into the master plan
- Attending all working group meetings and, if possible, the public workshop
- Commenting on the master plan and providing recommendations on any preferred alternative offered by the King County Department of Transportation for use or disposition of the properties

Scope
To accomplish these goals, a series of working group meetings will be conducted during the spring and summer of 2004. During this period, the King County Department of Transportation will conduct a public workshop to elicit comments from the community on potential use or disposition of the properties on North Lake Union.
Any preferred alternative(s) that emerge will be presented by King County Department of Transportation to the King County Executive who will review them, potentially make changes, and if deemed appropriate, present these to the King County Council for review and possible action.
The project manager for developing the master plan for the use or disposition of North Lake Union properties is Dave Crippen, Managing Engineer in King County Metro Transit’s Design & Construction section. If Dave is unable to attend any of the working group meetings, his substitute for those sessions is likely to be his supervisor, Judy Riley, Manager of King County Metro Transit’s Design & Construction section.
Patrick Duhon, Community Relations Planner for King County Department of Transportation, (206-263-3424 / patrick.duhon@metrokc.gov), will facilitate the working group meetings and public workshop and serve as initial contact for working group concerns, questions, and requests.
Comments provided by the working group will be incorporated to the extent possible into the final master plan and preferred alternative(s) for the use or disposition of the North Lake Union properties.
