Feb. 29, 2008

Service partnership ordinance (2008-0118) transmitted to County Council

On February 21, 2008 King County Executive Ron Sims transmitted a package of recommended service partnerships to the King County Council for approval. The Executive announced his recommendations in a Feb. 20 news release, and those who had made partnership proposals were invited to hear a staff presentation of those recommendations that same day.

Executive Sims has recommended that the county enter into agreements for all of the eligible financial partnership proposals we received, as well as for the two top-ranked speed and reliability partnerships. These partnerships would be phased from September 2008 through 2012.

Demand for partnerships was high. The Transit Now ballot measure allocated 90,000 annual transit hours for service partnerships; interested partners requested over 125,000 hours. The remaining lower-ranked partnership proposals—six other speed and reliability partnerships—are recommended for a contingency list.

The council’s Transportation Committee is expected to consider the Service Partnership Ordinance during its next several meetings. Agreement templates updated

After receiving comments from prospective partners and additional legal review, the county has updated the agreement templates for both direct financial partnerships and speed and reliability partnerships.

These updates are part of the service partnership ordinance transmittal package.

Direct financial partnerships proposals

One of the required items partners must include in direct financial proposals has been listed as “the service costs.” We are revising this item to read “the estimated service costs.”

Some prospective partners expressed concern that precise service costs cannot be known at this stage. Therefore, partners submitting proposals by October 1 should include current estimates of service costs.

Once the service is scheduled, an updated estimate will be specified in the partnership agreement. We often find that estimated costs drop as we look for efficiencies in scheduling the service. For billing purposes, partners will be notified annually of actual per mile and per hour rates for that year. Sept. 11, 2007

King County has posted template agreements for both types of service partnerships (direct financial and speed and reliability). These templates are intended to help our prospective partners anticipate the contractual requirements of service partnerships. Details of each agreement will be negotiated and will appear in Attachment A of any agreement.

A template for a financial partnership has been posted on the direct financial partnerships page, as well as a sample of a current agreement with details applicable to that partnership.

A template for a speed and reliability partnership has been posted on the speed and reliability partnerships page.

The organizations listed in the document below submitted letters of interest for service partnerships as of July 9. Some of these organizations submitted more than one idea. Several other organizations not listed here sent letters of support related to another organization’s proposal.

All organizations that sent letters of interest will be contacted by Metro staff to schedule time in the next few weeks to discuss the partnership ideas.

Pre-proposal meeting held June 21—Representatives from 12 cities and nine employers or other organizations attended the optional pre-proposal meeting on Thursday, June 21. We have updated the Questions and Answers page to include questions discussed at the meeting. The new material begins with Question 11.
