The prosecutor is an attorney who works for the government. One of the prosecutor's jobs is to preview police reports and decide whether to actually charge you with committing a crime, which means you'll have to appear in court.

Smiley [after looking over the police report, the prosecutor decides] that there's not enough evidence to prove you've committed a crime. The prosecutor decides not to file charges against you, and you're free to go!

Frowney [after looking over the police report, the prosecutor decides], there's enough evidence to prove you've committed a crime. The prosecutor completes and signs a formal complaint accusing you of violating the law. You'll have to appear in court and answer the charges.
