WORK LOCATION: Link Light Rail Operations & Maintenance Facility located on Airport Way (across from Tully’s roasting plant).
WORK SCHEDULE: This position is not overtime eligible. The normal work week is Monday through Friday, but scheduled hours may vary including weekends, night and holiday hours, as necessary.
PRIMARY JOB DUTIES INCLUDE: This position is located in the Light Rail section of the Transit Division. The Light Rail section will be responsible for providing rail service on a 15.5 mile double track system from downtown Seattle to the Sea-Tac Airport. The responsibilities of this position include training maintenance personnel in the proper service, repair and maintenance of Light Rail vehicles and Way, Power and Signal system elements, use and maintenance of test equipment, tools and equipment; coordinating vendor and on-the-job training; developing and delivering professional training plans, course materials, and curricula for technical and safety related topics. Essential functions include:
- Plans, develops, organizes, and conducts training for maintenance personnel in proper service, repair and maintenance of LR Vehicles and Way, Power and Signal system elements in accordance with agency policies and procedures;
- Plans, organizes and teaches classes for maintenance personnel on the safe and proper handling of high voltage;
- Plans, organizes and teaches classes for maintenance personnel, on the proper use of the computerized maintenance management information system;
- Develops and teaches classes in safe and proper repair, troubleshooting, and maintenance of light rail systems including electrical/electronic components, truck overhaul, wheel truing, air conditioning, heating, air brake systems, track maintenance, signals, communications, traction power and other related systems;
- Develops and implements training programs on new equipment and methods;
- Prepares and assembles clear and concise tests, lesson plans and course curricula, visual and mechanical aides, and written materials supplementing verbal and hands-on instruction;
- In consultation with supervision, evaluates the work of maintenance personnel for training purposes and recommends training needs;
- In consultation with Human Resources, develops testing for the purpose of evaluating job applicants for maintenance employment;
- May perform inspection tasks for quality assurance purposes;
- Prepares correspondence, reports, procedures, and maintains records;
- May represent LINK at disciplinary hearings;
- Conducts needs assessments and analysis, and acts as a resource to maintenance management on safety, technical proficiency, and productivity issues;
- Consults with engineering, warranty, safety, environmental, materials, transportation, and other training staff in the development of training programs and standard operating procedures;
- Develop and deliver training and certification programs in compliance with federal state and local laws and regulations;
- Assists in developing, coordinating, and evaluating the delivery of vendor technical and/or maintenance training programs;
- May serve as back up for other chiefs in the direct supervision of employees;
- Operates LR vehicles, as needed;
QUALIFICATIONS:
This position requires a Bachelors degree in Engineering or related field and minimum 4 years experience designing and implementing specialized training programs, OR the equivalent combination of education, course work and experience in the specialty areas.
The following knowledge and skills are also required:
- Working knowledge of principles of organization, training, motivation, supervision, and personnel management;
- Working knowledge of principles and techniques of curriculum planning, testing, and training program development;
- Working knowledge of theory, operation, maintenance, overhaul, repair, and troubleshooting of systems similar to those found on LRVs and Light Rail Systems;
- Knowledge of principles of electricity, electronics, and digital circuits;
- Knowledge of effective methods of using audio/visual equipment and other training aids and materials;
- Knowledge of principles of quality assurance, including preventative maintenance;
- Knowledge of theory, operation, and use of computers and computerized diagnostic and test equipment;
- Demonstrated excellence in oral and written communication skills to ensure ability to effectively communicate with diverse audience;
- Problem solving & analytical skills required to assess employees’ technical proficiency and productivity issues that can be addressed through training;
- Skill in planning, scheduling, prioritizing, and organizing the work of the Maintenance Training function for optimal effectiveness and efficiency of production while meeting established standards and deadlines;
- Ability to provide effective training in light rail maintenance practices, theory and skill, incorporating new methods, technology, and approaches as appropriate;
- Ability to develop clear, concise and effective training course materials, audio/visual aids, and technical procedures;
- Able to stay current with new rail technologies;
- Ability to make effective presentations;
- Ability to effectively supervise employees, interpret and apply laws, rules, regulations, and labor contract provisions;
- Ability to establish and maintain a productive and motivational training environment in and out of the classroom, and cooperative and effective working relationships with those contacted in the course of work.
- Ability to qualify for and maintain a LR Operator license;
WORK ENVIRONMENT: Time is spent working in and near a high voltage maintenance environment. The Chief may be required to be on call as needed to respond to emergency situations. Position requires the use of everyday office equipment as well as stooping and bending as necessary to demonstrate various procedures.
