WORK LOCATION: King Street Center, 201 S. Jackson St., Pioneer Square, Seattle
WORK SCHEDULE: The work week is typically 8:00 a.m. – 5:00 p.m. Monday through Friday; however, alternative work schedules will be considered. May occasionally require work during evenings and weekends. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
PRIMARY JOB DUTIES INCLUDE: This position reports to the Supervisor of the Real Estate and Environmental Planning group in Transit’s Design and Construction Section. The position supports engineers, project managers, Transit Division management and other staff in the Transit Division and Department of Transportation. This position requires the independent application of highly developed environmental planning and technical skills to complex transit projects and programs and to programs and projects affecting transit. Primary job duties may include any of the following:
- Implement the environmental review process for transit projects and programs consistent with federal, state, local and agency environmental and land use regulations and guidelines and ensure division compliance with such regulations and guidelines.
- Act as lead environmental planner and coordinator for complex transit projects and programs and for review of public and private development, projects and programs affecting transit.
- Represent the Design and Construction Section and Transit Division in meetings and negotiations with regulatory and permitting agencies. Attend, conduct and represent Transit at public meetings.
- Act as liaison between the Transit Division and the FTA, DOE and other state and federal agencies involved in the environmental review and land use processes.
- Act as technical/scientific lead in environmental/scientific subject areas of interest to the Transit Division (e.g., noise, air quality, drainage, green building practices, climate change). Undertake environmental testing, monitoring and documentation pertaining to such subject areas.
- Conduct in-depth technical and scientific research on environmental issues including, but not limited to, those related to transportation and project development and construction, organizing research into accessible databases and reports.
- Participate on teams directed to investigate, analyze and make recommendations regarding practices and procedures related to such subjects as climate change, air quality, green building and energy efficiency.
- Prepare written and oral analyses and develop recommendations and alternatives on environmental issues of concern to the Transit Division and the Department of Transportation.
- Monitor federal, state and local environmental and land use regulations to ensure Division compliance; provide analysis of laws and regulations affecting transit capital facilities and operations.
- Prepare, process and manage consultant contracts; manage consultants supporting environmental review documentation and providing technical and scientific environmental services to Transit Division facilities and projects.
- Perform other duties as assigned.
QUALIFICATIONS: A Bachelor’s degree in environmental planning or environmental science, urban or regional planning or related field, and a minimum of five years of senior level environmental planning and compliance experience with at least two years of increasingly responsible program/project management and lead technical work within and applicable to a capital program/capital projects are required. Other qualifications include:
- Demonstrated knowledge of federal, state and local environmental and land use laws including, but not limited to, SEPA and NEPA.
- Demonstrated ability to identify and analyze environmental impacts related to transit capital facilities and services.
- Ability to strategize and lead complex negotiations to resolve disputes and find solutions to environmental and related problems; ability to act as liaison between Transit Division and regulatory and other federal, state and local agencies.
- Knowledge of project management techniques and principles.
- Basic knowledge of construction and engineering practices and environmental trends related to capital project design and construction and transportation including, but not limited to, climate change, air quality and energy efficiency trends.
- Demonstrated analytic and problem solving skills; ability to be innovative and creative. Ability to design and carry out testing and monitoring programs and to document results.
- Ability to perform independent research in environmental or scientific fields and to effectively communicate results.
- Excellent oral and written communication skills. Ability to effectively communicate to the public and facilitate public involvement in the environmental and/or land use process; ability to effectively present complex scientific or technical information to a wide variety of persons including, but not limited to, elected officials, engineers and other professionals and the public.
- Ability to act independently and proactively to meet the needs of the Division, to make independent decisions and to provide quality customer service.
- Ability to manage consultants.
- Ability to foster positive, proactive work relations in a diverse, collaborative, multi-staffed work environment.
- Skill in handling a number of projects or tasks simultaneously. Skill in preparing and meeting schedules.
- Software skills in word processing, spreadsheets, GIS, data management and project scheduling.
- Valid Washington State driver's license or alternative mobility to off-site locations.
DESIRABLE QUALIFICATIONS: Master’s degree; LEED certification or the ability and willingness to obtain LEED certification within the first year of employment.
WORK ENVIRONMENT: Work is primarily performed in an office environment with occasional field visits involving monitoring or testing for noise, hazardous materials, historic preservation and other environmental support activities. Travel occasionally to out of office meetings.
