WORK LOCATION: King Street Center, 201 South Jackson Street, Suite 701, Seattle WA 98104 and Cedar Hills Landfill, 166445 228th Avenue SE, Maple Valley, WA 98038.
WORK SCHEDULE: This is full-time, career service position and exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. The normal work week is Monday through Friday.
JOB SUMMARY: This human resource position is responsible for administering, and/or coordinating division human resource functions consistent with county policies and procedures and applicable law; providing technical advice, recommendations, and determinations on complex and/or sensitive human resource issues; and designing and implementing human resource systems and processes for the Solid Waste Division. The position will report to the division’s Human Resources Manager. The immediate work group of this position includes a Human Resource Analyst and an Employee and Labor Relations Representative.
PRIMARY RESPONSIBILITIES INCLUDE:
- Implement the full range of human resource programs, processes, and procedures for a division that includes both blue and white collar, and both represented and non-represented employees. Ensure compliance with employment laws, rules, and regulations; coordinate with Human Resources Division and department human resource staff.
- Develop division-specific human resource programs and systems, including performance measures and administrative procedures.
- Manage the division’s leave programs, to include family and medical, workers’ compensation, return to work, transitional duty, military, and leave without pay.
- Coordinate issues related to disability accommodation.
- Develop, conduct, monitor and oversee employee recruitment and selection processes and facilitate workforce planning, including the following:
- Identify position duties and qualifications, recommend revisions to existing job descriptions.
- Develop and administer merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria.
- Develop and implement targeted recruiting strategies and activities; create job announcements and advertisements; ensure compliance with Title VII, ADA, and other non-discrimination laws and practices.
- Conduct or coordinate applicant screening, testing, and interview process. Train interviewers on effective and legal interview practices. Assist or participate in briefing interview panelists and reviewing candidate assessment, documentation, and selection.
- Review pre-employment results such as reference checks, drug testing, medical exams.
- Develop and provide training on employment and human resource issues.
- Assist in daily administration of ten collective bargaining agreements; may assist Employee and Labor Representative with investigation of grievances, complaints, and allegations of misconduct.
- Direct, review or prepare compensation studies including necessary research and analysis, implementation cost analysis, cost/benefit analysis and present recommendations.
- Other duties as assigned.
QUALIFICATIONS: A Bachelor’s degree in Human Resources Management, Public or Business Administration or a closely related field; three (3) years of progressively responsible human resource program experience or the equivalent combination of education and experience. Experience should demonstrate the following:
- Knowledge of and ability to apply human resource policies/procedures and employment/labor laws, such as equal employment opportunity laws, disability accommodation laws, Fair Labor Standards Act, family and medical leave laws, and the Public Employees Collective Bargaining Act.
- Knowledge of and ability to apply supervisory principles and practices.
- Ability to develop and manage effective recruitment and selection processes.
- Skill in developing comprehensive recommendations on human resource and employment issues.
- Skill in problem-solving, conflict resolution, and decision making.
- Excellent written and oral communication skills, including presentations to groups.
- Excellent customer service, people management, and interpersonal skills, including ability to work with all levels of management and staff across organizational lines and outside agencies under challenging conditions. Skill in dealing effectively with groups or individuals effectively in sensitive situations.
- Demonstrated ability to multitask and to produce quality products and services while under the pressure of multiple deadlines.
- Attention to detail.
DESIREABLE QUALIFICATIONS: The most competitive candidates will have:
- Recent and relevant human resource program administration experience in a unionized, public sector or utility environment;
- A PHR or SPHR certification
NECESSARY SPECIAL REQUIREMENT: The employee assigned to this position must possess a valid Washington State Driver’s license, or provide evidence of the ability to report to work sites not accessible by public transportation.
