WORK LOCATION: Columbia Center, 32nd Floor, 701 Fifth Avenue Seattle, WA 98104
WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. This position comprises of a 40-hour workweek; normally Monday through Friday, 8:00 a.m – 5:00 p.m. This position may be required to work extended and/or flex scheduled work hours to respond to service needs.
PRIMARY JOB DUTIES INCLUDE: This position will provide high level expertise and support to the County Administrative Officer and will serve as the Executive Branch’s Senior Public Disclosure Officer. The incumbent will serve as a subject matter expert on the Washington State Public Records Act and will project-manage the largest and most complicated public disclosure response efforts. The incumbent will coordinate, and provide guidance to Executive Branch agencies in their efforts to comply with the Washington State’s Public Record’s Act. The incumbent may also be assigned to other projects and/or programs in support to the CAO.
- Coordinate and provide oversight to the affected departments to identify, gather, and copy data or provide access to records within a reasonable timeframe. Project-manage county-wide and extremely large public disclosure response efforts.
- Responsible for implementing improvements related to Executive Branch public disclosure response protocols.
- Function as the key advisor and technical expert to the Executive branch on all matters related to the public disclosure process.
- Partner with the Prosecuting Attorney in providing information and developing communications related to public disclosure process.
- Develop and provide training and education to the county pubic disclosure liaisons. Develop and provide basic training on public disclosure to all county work groups upon request.
- Coordinate and communicate procedural and/or legislative updates to the agency liaisons to ensure consistency in responses to public disclosure requests.
- Develop Annual Report on Public Disclosure Response in the Executive Branch using data gathered from a web-based tracking system.
- Perform other duties as assigned.
QUALIFICATIONS:
- Bachelor’s degree with five years of relevant work experience or equivalent progressively responsible work experience in a position with similar duties.
- Demonstrated experience and skill working with all levels of management and staff across division and department lines and outside agencies.
- Demonstrated experience in researching, gathering data and analyzing it under the application of the Washington State Public Records Act and applicable laws and regulations.
- Demonstrated project management and organizational skills, as well as attention to detail.
- Excellent oral and written communication skills including providing correspondence related to public relations and public disclosure requests. Experience and ease with public speaking.
- Demonstrated experience communicating and working with diverse populations and interest groups.
- Demonstrated experience in developing training curriculums.
- Demonstrated experience and skill working successfully in a politically sensitive environment.
- Strong problem-solving and analytical skills.
- Strong working knowledge of Excel and Word.
- Ability and experience working against unusually demanding deadlines and adapt to changing priorities.
- Demonstrated experience and ability to successfully work with a high volume of requests and materials.
- Demonstrated expertise on the Washington State Public Records Act, as well as the Attorney General’s Model Rules.
DESIRABLE QUALIFICATIONS:
- Master’s degree in Public Affairs, Business, or related field, or a law degree.
- Three or more years of experience working in a legal setting.
- Experience working in public administration.
NECESSARY SPECIAL REQUIREMENT:
- A valid Washington State driver’s license or the alternate ability to travel around the County in a timely manner is required.
- Demonstrated ability to maintain confidentiality of documents and information is required.
