JOB DESCRIPTION: This Engineer II position investigates and troubleshoots surface water quality problems; identifies and traces illicit stormwater discharges; inspects business sites for compliance with King County stormwater pollution prevention requirements; and implements enforcement action as needed to resolve water quality code violations. The position also provides engineering support to other programs within the Stormwater Services Section as needed. This position requires excellent communication skills (verbal and written) due to daily interactions with business owners and the general public to gain compliance with King County Water Quality Code .
PRIMARY JOB DUTIES:
- Investigate surface water and stormwater quality concerns and problems and recommend resolution/solutions
- Conduct water quality site visits at businesses and residential properties to gain compliance with King County’s Water Quality Code by applying and interpreting Best Management Practices (BMPs) per the Stormwater Pollution Prevention Manual.
- Determine performance of water quality facilities to assure they are built to plan and the KC Surface Water Design Manual standards.
- Prepare correspondence outlining BMP implementation and appropriate resolution of code violations.
- Interpret stormwater quality codes and regulations at the county, state and federal level.
- Analyze water quality data and write technical reports in support of water quality violations.
- Coordinate with other county and state agencies to resolve compliance issues.
- Prepare Enforcement documents. Prepare documentation/staff reports for hearing examiner appeals of stormwater quality violations. Assist with negotiated compliance cases including determination of appropriate civil penalties and fines.
- Research and/or develop technical specifications for new or unique water quality products and alternative Best Management Practices.
- Respond to inquiries from the general public, consultants, and other agencies as it relates to the Surface Water Design Manual water quality requirements or interpretation of King County Code 9.12 and the Stormwater Pollution Prevention Manual.
- Provide engineering support to other programs within the SWS as needed or assigned.
REQUIRED QUALIFICATIONS:
- Bachelor of Science degree in civil engineering, environmental engineering or related fields; or any combination of 5 years of education and/or experience in the field of stormwater quality. Experience may be substituted for the degree on a year to year basis.
- Working knowledge of water quality principles and standards.
- Working knowledge of pollutant source control measures.
- Knowledge of and experience in negotiations and code compliance actions.
- Excellent customer service skills; ability to deal professionally with all levels of staff, customers, property and business owners to maintain effective relationships in code compliance.
- Working knowledge of environmental regulations, sampling procedures and protocols, and monitoring techniques. Skill in analyzing and interpreting technical data, including basic statistical analysis methods.
- Ability to meet work/project deadlines, and handle multiple priorities.
- Excellent verbal and written communication skills.
- Proficiency with computers, database, spreadsheet, word processing programs such as Microsoft Word, Excel, and Access.
- Ability to work independently, but also as a member of the water quality compliance team
- Knowledge of the Federal Clean Water Act and NPDES.
- Ability to read and interpret drainage plans and Technical Information Reports.
- Ability to work in adverse conditions including out of doors, in rough terrain and adverse weather conditions and situations that include industrial environments that may include exposure to potentially hazardous conditions.
DESIRED QUALIFICATIONS:
- Graduate work in stormwater engineering or related field.
- Experience with sampling procedures, protocols, and techniques.
- Experience with taking code enforcement actions.
- Experience with review and approval of drainage plans for new development and redevelopment.
- Experience in dealing with business owners and members of the public.
- Certified professional in erosion and sediment control.
- Ability to review and evaluate alternative source controls and treatment best management practices
- Knowledge of GIS and ArcView applications
- Advanced knowledge and understanding of conveyance systems, flow control facilities, water quality facilities, and pollution control Best Management Practices.
- Advanced knowledge and understanding of hydrologic and hydraulic principles.
- Basic boundary and/or topographic surveying experience.
NECESSARY REQUIREMENTS:
Valid Washington State Drivers License or ability to travel throughout the County in a timely manner
