WORK LOCATION: Choice of construction offices currently located in Bellevue, Renton, and Magnolia with some travel required to other WTD locations throughout King and South Snohomish County.
WORK SCHEDULE: This career service position is not eligible for overtime compensation. The regular workweek is full-time 40 hours, Monday through Friday 8:00 a.m. to 5:00 p.m.
JOB SUMMARY: This position will supervise and direct the work of subordinate supervisor(s), technical, professional and administrative staff as manager of the Construction Management unit which is one of five units (planning and asset management, project management, construction management, technical resources, project control and contract management) within the Project Planning and Delivery Section of Wastewater Treatment Division (WTD). PRIMARY JOB FUNCTIONS:
- Supervise and direct the work of subordinate supervisor(s) and technical, professional, and administrative staff.
- Assist the section manager in the development, implementation, and maintenance of standards, policies and procedures for the work unit.
- Develop, implement, and maintain the work unit budget and monitor expenditures within established guidelines.
- In collaboration with other unit managers develop, implement, and maintain an efficient and productive work program and participate in the development of productivity initiatives and/or measures to improve work unit performance. Plan, develop, and implement performance standards and measures consistent with section and division objectives to ensure that the unit is meeting the division’s business needs.
- Assist the section manager in the implementation and maintenance of staffing models for current, future and projected operating and capital projects and programs. Plan, develop and implement a comprehensive short and long term resources planning model for assigned work program(s) and accomplish program objectives that involve multiple technical disciplines, regulatory agencies and the community.
- Evaluate program performance on a quarterly or annual basis as determined by section and division management.
- Act as the section’s representative with external consultants, elected officials, and the general public as determined by section and division management. Make presentations of work unit’s initiatives and programs to a variety of audiences including technical and non-technical groups.
- Direct the technical quality assurance review of drawings, specifications and contract documents; establish and ensure work performance according to design standards.
QUALIFICATIONS:
- Demonstrated advanced experience and knowledge in supervisory techniques and principles in a highly technical and political environment
- Knowledge of engineering techniques and principles
- Knowledge of strategic planning techniques and principles
- Knowledge of project management, construction, project control, and contract administration techniques and principles
- Knowledge of public utility finance, budgeting techniques and principles
- Knowledge of environmental and resource recovery techniques and principles
- Ability to apply planning techniques to establish the direction and make decisions regarding multiple competing internal and external programs or projects. Demonstrated skill in assessing and determining the necessary resources to successfully accomplish work program(s)
- Ability to evaluate information to make decisions within and outside established guidelines with limited documentation
- Skill in working with elected officials and the general public to initiate programs and/or systems to enhance and improve the use of existing and future resources. Skill in negotiating and identifying solutions that balance the division’s and the County’s interests and those of the negotiating partner (s) within financial capacity and other constraints
- Knowledge of team building techniques and principles and demonstrated skill in working with others in achieving common goals and objectives. Demonstrated skill in conflict resolution techniques and principles
- Ability to communicate technical information to non-technical audiences and convince others to initiate action.
SPECIAL REQUIREMENTS:
- Bachelor’s degree in engineering, construction management, project management, planning, or a closely related field, or, an equivalent combination of education and experience
- Washington State Driver’s License
HIGHLY DESIRABLES:
- Increasingly responsible experience in a large, complex industrial or utility setting, preferably wastewater treatment, with experience in project management, engineering design, construction and/or maintenance, in an environment associated with major asset management / capital replacement programs.
- Thorough knowledge of current engineering principles and practices, construction methods, materials and equipment used for the construction and rehabilitation of collection and/or conveyance systems and sewerage facilities.
- Familiarity with relevant regulatory laws, ordinances, codes, standard specifications and plans as applied to public sector capital projects.
- Experience in preparing, bidding, and administering a public sector contract
