JOB DESCRIPTION:
This Engineer IV position supervises the Stormwater Services Section's Water Quality (WQ) Compliance Unit and acts as the resident technical expert for stormwater quality compliance. The position is responsible for a number of programs and activities required by state and federal stormwater regulations, including investigation of WQ problems; enforcement of WQ code violations; illicit connection/discharge detection and elimination; source control inspections; updates of the County's pollution prevention requirements and treatment standards; and pollution prevention training of County field staff.
WORK SCHEDULE: This career service, full-time position is overtime eligible. The work schedule is typically 8:00 a.m.–5:00 p.m. Monday–Friday. Flexible working hours and/or days may be arranged.

PRIMARY JOB DUTIES:
- Perform the full scope of supervisory responsibilities for staff assigned to the Stormwater Services WQ Compliance Unit, including but not limited to annual work program development and performance; programmatic policies and procedures; and expert level technical oversight, guidance, and quality control.
- Act as the resident technical expert for stormwater quality compliance, including but not limited to source control compliance; illicit discharge detection and elimination; stormwater treatment and pollution prevention; erosion and sediment control; stormwater quality monitoring and analysis; and interpretation of County, state, and federal regulations pertaining to stormwater quality.
- Supervise and direct the investigation, analysis, and review of stormwater quality problems and the enforcement of water quality code violations.
- Supervise and direct the systematic screening of County drainage system outfalls and discharge points to identify and enforce correction of illicit discharges and connections to the system.
- Supervise and direct inspections of existing business sites to identify and compel compliance with source control requirements applicable to pollution-generating activities.
- Supervise and direct updates of the King County Stormwater Pollution Prevention Manual and the provision of user support and training for this manual.
- Act as technical liaison for updating stormwater quality-related sections of the King County Surface Water Design Manual and the provision of user support and training for these sections as needed.
- Supervise and direct regular trainings of all County field staff on how to recognize and report illicit discharges and on the proper use of stormwater pollution prevention practices applicable to County field activities and operations.
- Provide expert stormwater quality technical support to the section, division, and department management and to other County departments and outside agencies and organizations.
REQUIRED QUALIFICATIONS:
- Bachelor of Science degree with major course work in civil engineering, environmental engineering, or related fields.
- Advanced knowledge of aquatic chemistry and pollution, including pollutant sources; pollutant effects; pollutant fate and transport; and pollutant loadings.
- Advanced knowledge of stormwater treatment technologies, including pollutant removal mechanisms; standards; effectiveness; cost; and maintenance needs.
- Advanced knowledge and experience with the application of pollutant source control measures and erosion and sediment controls.
- Advanced knowledge and experience with the interpretation and application of adopted codes, rules, standards, and state and federal regulations pertaining to stormwater quality.
- Advanced knowledge and experience with sampling procedures, protocols, and techniques.
- Advanced knowledge and experience with taking code enforcement actions.
- Ability to troubleshoot water quality problems and identify effective solutions.
- Skill in analyzing and interpreting technical data, including basic statistical analysis methods.
- Excellent verbal and written communication skills.
- Ability to use database, spreadsheet, and word processing computer software.
- Ability to plan and organize multiple programs and activities and meet deadlines.
- Ability to negotiate and compel compliance with adopted codes, rules, and standards.
- Ability to deal professionally with all levels of staff, citizens, and property and business owners to maintain effective relationships.
DESIRED QUALIFICATIONS:
- Advanced degree (e.g., masters or doctorate) beneficial to the duties of this position.
- Experience with review of emerging stormwater treatment technologies, including pollutant removal data interpretation and maintenance requirements.
- Experience with stormwater characterization and application of stormwater treatment controls on a watershed basis.
- Experience with review and approval of drainage plans for new development and redevelopment.
- Certified professional in erosion and sediment control.
NECESSARY REQUIREMENTS:
- Valid Washington State Drivers License or ability to travel throughout the County in a timely manner.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical.
