Capital Improvement Program (CIP)

Consistent with the new direction and vision for Parks, this capital budget prioritizes projects that meet specific system needs including:

  • Safety
    Projects that help keep parks safe and reduce risks to park users.

  • Enterprise
    Projects that are compatible with the Parks mission, yet generate net revenue.

  • Efficiencies
    Projects that create efficiencies in energy, staff time, materials.

  • Partnerships
    Projects that create new recreational amentities & leverage the resources of community partners. (CPG Program)

While CIP funds cannot be used for operations & maintenance, the Division will continue to ensure that CIP investments have a minimal impact and whenever possible, a positive net impact on operations and maintenance costs.

    The CIP is funded with available revenues from Real Estate Excise Tax #1, Real Estate Excise Tax #2, Fee-in-lieu and other funding sources such as easements, permit fees, and grants. By law, CIP funds cannot be used for operations and maintenance, only capital improvements and acquisitions.

    In May of 2003, voters in King County passed a four-year levy to fund park operations at the basic current level. The levy allows for system growth in new open space acreage and trails but is not able to cover costs associated with any development of new recreational facilities or related infrastructure.
