The first group of signatory agencies contributing to the King County multi-jurisdictional Regional Hazard Mitigation Plan (RHMP) submitted a revised draft plan to Washington State Emergency Management on January 8, 2004. The submission was transmitted to FEMA Region X for review against the checklist of requirements. Twenty-one participant agencies completed their annexes to the regional document in this submission. FEMA approved the plan on June 8, 2004. 

A second group of agencies have completed work on their annexes. The new annexes have been forwarded to State Emergency Management and FEMA for their comments and approval. This second group includes three cities, three fire agencies, five utilities, two school districts and three King County agencies. Work on the new annexes and amendments continues on an annual schedule.  

Future of the RHMP

There are no plans to facilitate additional RHMP work groups at this time. Other agencies desiring to meet the November 1, 2004 deadline will be developing their own standalone plans, or submit plan annexes annually in November for inclusion in the December RHMP update to Washington State Emergency Management Division and FEMA. In support of these agencies, reference elements of the Regional Plan will be made available to those agencies upon request. Agencies already participating in the RHMP will have the opportunity to make revisions to their annexes annually.

While a large portion of the Hazard Identification and Vulnerability Assessment (HIVA) section of the Regional Hazard Mitigation Plan has already been submitted, some hazard documents are scheduled for inclusion in 2004, 2005 and 2006. King County Emergency Management Staff will be working on this assignment. When available, these new sections will be circulated to the signatory partners for comment. Elements of the RHMP may be posted to the King County Emergency Management website and an annual public meeting will be scheduled to review the plan.

    Local adoption of FEMA approved plan.

    Submission of the second planning group annexes to Washington State Emergency Management.

    Group two public comment meeting - Auburn Fire Headquarters Station
  • February 24, 2005 City of Kirkland public hearing
